This edited volume represents a collective contribution to the current debates on developing university research capacity. The chapters in this volume offer empirical case studies from post-Soviet countries which share a common history, common policies and practices of higher education. These commonalities make the regional focus meaningful and analytically valid. At the same time, the case studies demonstrate divergence from the shared Soviet tradition and offer historical, sociological, and political analyses of how and in what ways universities in former Soviet countries internalised their research mission and developed the capacity to carry out this mission. This volume is the first of its kind to examine national and institutional resources, political will, and individual agency to understand how these influenced universities’ motivation, expertise, and opportunities of undertaking research since the early 1990s, and how universities changed their structures and practices under these influences. The book will appeal to students and scholars in the fields of education, sociology, political science, and economics.

Higher education has recently been recognized as a key driver for societal growth in the Global South and capacity building of African universities is now widely included in donor policies. The question is; how do capacity building projects affect African universities, researchers and students? Universities and their scientific knowledges are often seen to have universal qualities; therefore, capacity building may appear straight forward. Higher Education and Capacity Building in Africa contests such universalistic notions. Inspired by ideas about the ‘geography of scientific knowledge’ it explores what role specific places and relationships have in knowledge production, and analyses how cultural experiences are included and excluded in teaching and research. Thus, the different chapters show how what constitutes legitimate scientific knowledge is negotiated and contested. In doing so, the chapters draw on discussions about the hegemony of Western thought in education and knowledge production. The authors’ own experiences with higher education capacity building and knowledge production are discussed and used to contribute to the reflexive turn and rise of auto-ethnography. This book is a valuable resource for researchers and postgraduate students in education, development studies, African studies and human geography, as well as anthropology and history.
This publication is a product of a new strategic partnership between universities and higher education institutes in Ireland and their counterparts in Malawi, Mozambique, Tanzania and Uganda. Research capacity building is the planned improvement of the capacity and competency of the higher education sector to conduct research that contributes to the alleviation of poverty and to achieving the Millennium Development Goals. In addition to discursive chapters that provide background and context to the field, expert contributors offer their insights into best practice in six thematic areas: research management; research bid writing; research finance; human resources; postgraduate research; and ICT in research capacity building. Models for the conduct of practical workshops on those themes are included and additional electronic resources are provided by the accompanying CD.
Over the past decade, there have been many international calls to strengthen and support/sustain research capacity in lower- and middle-income countries (LMICs). This capacity is considered an essential foundation for cost-effective healthcare systems. While there have been long-standing investments by many countries and research funding organisations in the training of individuals for this purpose, in many LMICs research capacity remains fragmented, uneven and fragile. There is growing recognition that a more systems-oriented approach to research capacity-building is required. Nonetheless, there are considerable gaps in the evidence for approaches to capacity-building that are effective and sustainable. This book addresses these gaps, capturing what was learned from teams working on The Global Health Research Initiative. This book brings together the experiences of research capacity-building teams co-led by Canadians and LMIC researchers in several regions of the world, including China, Chile, Jamaica, Kenya, Mexico, Nigeria, South Africa and Uganda.
Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

Social work education programs, at all levels, are challenged to enhance their research culture and infrastructure. Since the 1991 NIMH-supported Task Force on Social Work Research report called for increasing research development in social work education programs, schools of social work have worked to develop research-supportive climates. This has helped social work scholars contribute to the knowledge base through the publication of original research, the expansion of the quantity and quality of faculty and student research endeavors, and the development of more empirically validated treatment approaches.
