This book charts the course and causes of UN, G7 and G20 governance of climate change through the crucial period of 2015–2021. It provides a careful, comprehensive and reliable description of the individual and interactive contributions of the G7, G20 and UN summits and analyses their results. The authors explain these contributions and results by considering the impacts of causal candidates, such as a changing physical ecosystem and international political system and the actions of individual leaders of the world’s most systemically significant countries. They apply and improve an established, compact causal model, grounded in international relations theory, to guide these tasks. By developing, prescribing and implementing immediate, realistic actionable policy solutions to cope with the urgent, existential challenge of controlling climate change, this volume will appeal to scholars of international relations, global governance and global environmental governance.
In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. This book will be of interest to researchers and practitioners across disciplines including Chinese studies, environmental politics and policy, urban studies, and planning and geography.
In a period of rapid climate change and climate governance failures, it is crucial to understand and address how effectively different political institutions can and should react to climate change. The term 'institutional response capacity' can be defined as a measurement for how effective political institutions may respond to threats and challenges such as climate change. The role of cities in addressing climate change is increasingly recognised in international arenas, including the Sustainable Development Goals, the UN Framework Convention on Climate Change, and the New Urban Agenda. Asia is home to many of the countries that are most vulnerable to climate change impacts and, along with Africa, will be the site of most urban population growth over the coming decades. Bringing together a range of city experiences, Responding to Climate Change in Asian Cities provides valuable insights into how cities can overcome some of the barriers to building climate resilience, including addressing the needs of vulnerable populations. The chapters are centred on an overarching understanding that adaptive urban governance is necessary for climate resilience. Public deliberation over climate change has traditionally been dominated by the natural and physical sciences. Is the planet warming? To what degree, and is mankind responsible? Transformation to a low carbon economy is a central tenet to any discussion on the solutions to the complex challenges of climate change and energy security. Despite advances in policy, carbon management and continuing development of clean technology, fundamental business transformation has not occurred because of multiple political, economic, social and organisational issues. Carbon Governance, Climate Change and Business Transformation is based on leading academic and industry input, and three international workshops focused on low carbon transformation in leading climate policy jurisdictions (Canada, USA and the UK) under the international Carbon Governance Project (CGP) banner. The book pulls insights from this innovative collaborative network to identify the policy combinations needed to create transformative change. It explores fundamental questions about how governments and the private sector conceptualize the problem of climate change, the conditions under which business transformation can genuinely take place and key policy and business innovations needed. Broadly, the book is based on emerging theories of multi-levelled, multi-actor carbon governance, and applies these ideas to the real world implications for tackling climate change through business transformation.
