This book presents a wide range of new research on the Chinese treaty ports – the key strategic places on China’s coast where in the late nineteenth and twentieth centuries various foreign powers controlled, through "unequal treaties", whole cities or parts of cities, outside the jurisdiction of the Chinese authorities. Topics covered include land and how it was acquired, the flow of people, good and information, specific individuals and families who typify life in the treaty ports, and technical advances, exploration, and innovation in government.
This is an in-depth account of the Chinese Imperial Maritime Customs Service, a uniquely cosmopolitan institution established in the wake of China's defeat in the Opium Wars (1842 to 43), and a central feature of the Treaty Port system. The British-dominated service was headed by the famous Robert Hart who founded a far-reaching customs administration that also encompassed other responsibilities such as marine and harbour maintenance, quarantine, anti-piracy patrols and postal services. This institution sat at a crucial juncture between Chinese and foreign interests, and was intimately linked to British interests and fortunes in the Far East. Following the establishment of the Republic in 1911 there were grave misgivings as to whether the foreign element of the Service would survive. Yet the Service grew in influence and strength, ensuring the foreign inspectorate a continued role in China's affairs. Delivering an overview of the Service, its bureaucracy, fiscal responsibilities and life for foreigners in its employ, focusing especially on the later years of the Service, Donna Brunero draws on the experiences of the foreign administration of the Service as it attempted to negotiate between Chinese and foreign expectations and interests.
The Chinese Maritime Customs Service, which was led by British staff, is often seen as one of the key agents of Western imperialism in China, the customs revenue being one of the major sources of Chinese government income but a source much of which was pledged to Western banks as the collateral for, and interests payments on, massive loans. This book, however, based on extensive original research, considers the lower level staff of the Chinese Maritime Customs Service, and shows how the Chinese government, struggling to master Western expertise in many areas, pursued a deliberate policy of encouraging lower level staff to learn from their Western superiors with a view to eventually supplanting them, a policy which was successfully carried out. The book thereby demonstrates that Chinese engagement with Western imperialists was in fact an essential part of Chinese national state-building, and that what looked like a key branch of Chinese government delegated to foreigners was in fact very much under Chinese government control.

The book is a systematic study of the China-Britain relationship during the 1942–1949 period with a particular focus on the two countries’ discussions over both the 1943 Sino-British treaty and the discarded Sino-British commercial treaty, the future of Hong Kong, and the political status of Tibet. These were dominated by two underlying themes: the elimination of the British imperialist position in China and the establishment of an equal and reciprocal bilateral relationship. The negotiations started promisingly in 1942–1943, but, by 1949, had failed to reach a satisfactory settlement. Behind the failure lay a complex set of domestic considerations and external factors, including the powerful infl uence of the United States. Even after seven decades, the failure still has a contemporary impact. Recent Sino-British disputes over the Hong Kong Anti-Extradition Law Amendment Bill Movement and incessant Indo-Chinese confl icts and skirmishes over their unsettled borders all attest to the enduring legacy of the years 1942–1949 as setting the scene for subsequent Sino-British and Sino-Indian relations. From this perspective, the history has never left us.

This book explores ways foreign intervention and external rivalries can affect the institutionalization of governance in weak states. When sufficiently competitive, foreign rivalries in a weak state can actually foster the political centralization, territoriality and autonomy associated with state sovereignty. This counterintuitive finding comes from studying the collective effects of foreign contestation over a weak state as informed by changes in the expected opportunity cost of intervention for outside actors. When interveners associate high opportunity costs with intervention, they bolster sovereign statehood as a next best alternative to their worst fear - domination of that polity by adversaries. Sovereign statehood develops if foreign actors concurrently and consistently behave this way toward a weak state. This book evaluates that argument against three 'least likely' cases - China, Indonesia and Thailand between the late nineteenth and mid-twentieth centuries.
