The population of Brazil increased tenfold, from 10 to over 100 million, between 1880 and 1980, nearly half of this increase occurring since the end of World War II. The Politics of Population in Brazil examines the attitudes toward population planning of Brazilian government officials and other elites—bishops, politicians, labor leaders, and business owners—in comparison with mass public opinion. The authors' findings that elites seriously underestimate the desire for family planning services, while the public views birth control as a basic issue, represent an important contribution on a timely issue. A major reason for this disparity is that the elites tend to define the issue as a matter of national power and collective growth, and the public sees it as a bread-and-butter question affecting the daily lives of families. McDonough and DeSouza document not only the real gulf between elite and mass opinion but also the propensity of the elites to exaggerate this gap through their stereotyping of public opinion as conservative and disinterested in family planning. Despite these differences, the authors demonstrate that population planning is less conflict ridden than many other controversies in Brazilian politics and probably more amenable to piecemeal bargaining than some earlier studies suggest. In part, this is because attitudes on the issue are not closely identified with opinions regarding left-versus-right disputes. In addition, for the public in general, religious sentiment affects attitudes toward family planning only indirectly. This separation, which reflects the historical lack of penetration of Brazilian society on the part of the church, further attenuates the issue's potential for galvanizing deep-seated antagonisms. As the authors note, this situation stands in contrast to the fierce debates that moral issues have generated in Spain and Ireland. The study is noteworthy not only for its original approach—the incorporation of mass and elite data and the departure from the standard concerns with fertility determinants in population—but also for its sophisticated methodology and lucid presentation.
It has been more than 20 years since Brazil's 1988 Constitution formally established the Unified Health System (Sistema Unico de Saude, SUS). Building on reforms that started in the 1980s, the SUS represented a significant break with the past, establishing health care as a fundamental right and duty of the state and initiating a process of fundamentally transforming Brazil's health system to achieve this goal. This report aims to answer two main questions. First is have the SUS reforms transformed the health system as envisaged 20 years ago? Second, have the reforms led to improvements with regard to access to services, financial protection, and health outcomes? In addressing these questions, the report revisits ground covered in previous assessments, but also brings to bear additional or more recent data and places Brazil's health system in an international context. The report shows that the health system reforms can be credited with significant achievements. The report points to some promising directions for health system reforms that will allow Brazil to continue building on the achievements made to date. Although it is possible to reach some broad conclusions, there are many gaps and caveats in the story. A secondary aim of the report is to consider how some of these gaps can be filled through improved monitoring of health system performance and future research. The introduction presents a short review of the history of the SUS, describes the core principles that underpinned the reform, and offers a brief description of the evaluation framework used in the report. This book explores the philanthropy of Brazilian elites during a key period in recent Brazilian history, from Workers Party president Lula’s last term in office through to the election of far-right president Jair Bolsonaro. Against this backdrop of political upheaval, the book asks what philanthropy can reveal about the role of corporate and wealth elites in upholding the structures of socioeconomic inequality that continue to define Brazilian society. The book argues that around the world the private sector’s growing engagement in international development has led to the emergence of a global philanthropic project centred on practices of "philanthrocapitalism" and "social finance," which ultimately seeks to legitimise global capitalism and the elite interests it serves. Drawing on an in-depth and wide-ranging ethnographic study among philanthropists and their advisors in over 30 Brazilian foundations and intermediary organisations, the book combines a structural critique of the capitalist ideologies underlying philanthropic practice with a robust exploration into the ways in which wealthy Brazilians appropriate philanthropy directly to legitimise elite reproduction and the accumulation of wealth. Researchers across Latin American studies, development studies and the anthropology of development will find this book a timely contribution to the under-researched areas of elite studies and the study of philanthropy.

This book explores the international diffusion of Participatory Budgeting (PB), a local policy created in 1989 in Porto Alegre, Brazil, which has now spread worldwide. The book argues that the action of a group of individuals called “Ambassadors of Participation” was crucial to make PB part of the international agenda. This international dimension has been largely overlooked in the vast literature produced on participatory democracy devices. The book combines public policy analysis and the study of international relations, and makes a broad comparative study of PB, including cases from Latin America, Europe, and Sub-Saharan Africa. The book also presents a new methodology developed to examine PB diffusion, the “transnational political ethnography”, which combines in-depth interviews, participant observation and document analysis both at the local and transnational level.
In order to analyze Brazil's recent accumulation of capital in the light of its continued dependence, Peter Evans focuses on the relationships among multinational corporations, local private entrepreneurs, and state-owned enterprises that have developed in Brazil over the last decade. He argues that while relations among the three kinds of capital continue to be contradictory, a triple alliance has been formed that provides the social structural basis for the pattern of local industrialization that has emerged. The author begins with a review of the theories of imperialism and dependency in the third world. Placing the Brazilian experience of the last twenty years in its historical context, he traces the country's evolution from the period of "classic dependence" at the turn of the century to the current stage of "dependent development." In conclusion, Professor Evans discusses the implications of the Brazilian model for other third world countries. Examining the nature of the triple alliance as it is manifested in such industries as pharmaceuticals, textiles, and petrochemicals, the author reveals the complex differentiation of the groups' roles in industrialization and lays bare the grounds for their collaboration and their conflict. He consequently shows how the differing interests, power, and capabilities of the three groups have combined to produce a system promoting industrialization that benefits the elite partnership but excludes the larger population from the rewards of growth.
Actors and Agency in Global Social Governance seeks to advance our understanding of the global dimension of social policy by applying the notion of global social governance on actors, their relations to each other, and their pathways as well as their footprints of influence in the specific policy fields of social concern in which they are active. Focusing on a broad array of individual and corporate global social policy actors, ranging from internationally operating intergovernmental organizations to state formations and NGOs, the contributions to this volume draw a fuller picture of agency in global social policy than what current accounts provide. It considers the multiple facets of individual scope and legitimacy for a particular actor in conjunction with the configuration of global social governance as characterised by multi-centred and multi-scaled obstacles as well as diverse forms of collaboration. The volume studies the contextualised actor's range and power in designing, shaping, and facilitating various global social policies. Thus, the contributions discuss the role of particular (corporate) actors within global social policy structures and assess the impact of a number of key organizations, states, groups, and individuals in the governance of global social policy. At the same time, a variety of social policy fields in which these actors are involved are addressed, including labour market issues, family policy, health policy, education policy, migration issues, and global (re)distribution via various forms of development aid or remittances.
