Bosnia and Herzegovina's Poverty Reduction Strategy paper reports that significant progress has been made since the late 1990s in building both a market economy and a single economic space. GDP growth has slowed recently following the post-conflict bounce, and the current account deficit of 18 percent of GDP in 2003 is well above levels associated with external sustainability. The slowdown in GDP growth has occurred even though GDP had not recovered to pre-war levels at the end of 2003.

Poverty risk is most marked for children, displaced persons and returnees, unemployed, and people with low education. Basic goals of the macroeconomic framework of the mid-term development strategy of Bosnia and Herzegovina are to reduce the overall public expenditures, lower the public debt, and to bring the current account deficit to a sustainable level through fiscal consolidation. The strategy is to attract more foreign investment, create conditions for a more efficient privatization process, and to ensure new cycles of donor assistance.

Heralded as a success that mobilized support for development, the Millennium Development Goals (MDGs) ushered in an era of setting development agendas by setting global goals. This book critically evaluates the MDG experience from the capabilities and human rights perspectives, and questions the use of quantitative targets as an instrument of global governance. It provides an account of their origins, trajectory and influence in shaping the policy agenda, and ideas about international development during the first 15 years of the 21st century. The chapters explore: • whether the goals are adequate as benchmarks for the transformative vision of the Millennium Declaration; • how the goals came to be formulated the way they were, drawing on interviews with key actors who were involved in the process; • how the goals exercised influence through framing to shape policy agendas on the part of both developing countries and the international community; • the political economy that drove the formulation of the goals and their consequences on the agendas of the South and the North; • the effects of quantification and indicators on ideas and action; and • the lessons to be drawn for using numeric goals to promote global priorities. Representing a significant body of work on the MDGs in its multiple dimensions, compiled here for the first time as a single collection that tells the whole definitive story, this book provides a comprehensive resource. It will be of great interest to students, researchers and policymakers in the fields of development, human rights, international political economy, and governance by numeric indicators.
This book explores pathways to redress for main groups of victims/survivors of the 1992-5 Bosnian war —families of missing persons, victims of torture, survivors of sexual violence, and victims suffering physical disabilities and harm. The author traces the history of redress-making for each of these groups and shows how differently they have been treated by Bosnian authorities at the state and subnational level. In Bosnia and Herzegovina, thousands of war victims have had to suffer re-traumatising ordeals in order to secure partial redress for their suffering during 1992–1995 and after. While some, such as victims of sexual violence, have been legally recognised and offered financial and service-based compensation, others, such as victims of torture, have been recognized only recently with a clear geographical limitation. The main aim of the book is to explore the politics behind recognizing victimhood and awarding redress in a country that has been divided by instrumentalized identity cleavages, widespread patronage and debilitating war legacies. It shows how war victims/survivors navigate such fragmented and challenging public landscape in order to secure their rights.

The two-sub themes of this Ministerial Conference were gender equality as an integral part of human rights in a democratic society, and gender analysis and gender budgeting: tools for economic development. The main objective of the Conference was to raise awareness, at the highest political level, to the fact that the lack of gender equality implies personal, social and economic costs higher than the cost of those incurred in implementing gender equality and that there are social and economic benefits to be gained from its implementation. These proceedings present the main contributions to the Conference as well as the two following texts adopted by the European ministers responsible for gender equality: Resolution on Achieving gender equality: a challenge for human rights and a prerequisite for economic development and Action Plan for Achieving gender equality in all spheres of society.--Publisher's description.
