Ferguson looks at how black reformers in Atlanta used New Deal federal programs to advance their struggle for citizenship--and how they used their authority as agents of the state to impose a bourgeois "politics of respectability" that effectively stratified the black community.
When Franklin Roosevelt was elected president in 1932, Atlanta had the South's largest population of college-educated African Americans. The dictates of Jim Crow meant that these men and women were almost entirely excluded from public life, but as Karen Ferguson demonstrates, Roosevelt's New Deal opened unprecedented opportunities for black Atlantans struggling to achieve full citizenship. Black reformers, often working within federal agencies as social workers and administrators, saw the inclusion of African Americans in New Deal social welfare programs as a chance to prepare black Atlantans to take their rightful place in the political and social mainstream. They also worked to build a constituency they could mobilize for civil rights, in the process facilitating a shift from elite reform to the mass mobilization that marked the postwar black freedom struggle. Although these reformers' efforts were an essential prelude to civil rights activism, Ferguson argues that they also had lasting negative repercussions, embedded as they were in the politics of respectability. By attempting to impose bourgeois behavioral standards on the black community, elite reformers stratified it into those they determined deserving to participate in federal social welfare programs and those they consigned to remain at the margins of civic life.
For more than a century, the city of Atlanta has been associated with black achievement in education, business, politics, media, and music, earning it the nickname "the black Mecca." Atlanta's long tradition of black education dates back to Reconstruction, and produced an elite that flourished in spite of Jim Crow, rose to leadership during the civil rights movement, and then took power in the 1970s by building a coalition between white progressives, business interests, and black Atlantans. But as Maurice J. Hobson demonstrates, Atlanta's political leadership--from the election of Maynard Jackson, Atlanta's first black mayor, through the city's hosting of the 1996 Olympic Games--has consistently mishandled the black poor. Drawn from vivid primary sources and unnerving oral histories of working-class city-dwellers and hip-hop artists from Atlanta's underbelly, Hobson argues that Atlanta's political leadership has governed by bargaining with white business interests to the detriment of ordinary black Atlantans. In telling this history through the prism of the black New South and Atlanta politics, policy, and pop culture, Hobson portrays a striking schism between the black political elite and poor city-dwellers, complicating the long-held view of Atlanta as a mecca for black people.
Between 1935 and 1939, the United States government paid out-of-work artists to write, act, and stage theatre as part of the Federal Theatre Project (FTP), a New Deal job relief program. In segregated "Negro Units" set up under the FTP, African American artists took on theatre work usually reserved for whites, staged black versions of "white" classics, and developed radical new dramas. In this fresh history of the FTP Negro Units, Kate Dossett examines what she calls the black performance community—a broad network of actors, dramatists, audiences, critics, and community activists—who made and remade black theatre manuscripts for the Negro Units and other theatre companies from New York to Seattle. Tracing how African American playwrights and troupes developed these manuscripts and how they were then contested, revised, and reinterpreted, Dossett argues that these texts constitute an archive of black agency, and understanding their history allows us to consider black dramas on their own terms. The cultural and intellectual labor of black theatre artists was at the heart of radical politics in 1930s America, and their work became an important battleground in a turbulent decade.
This book explores the often-overlooked positive role of public housing in facilitating social movements and activism. Taking a political, social, and spatial perspective, the author offers Atlanta as a case study. Akira Drake Rodriguez shows that the decline in support for public housing, often touted as a positive (neoliberal) development, has negative consequences for social justice and nascent activism, especially among Black women. Urban revitalization policies target public housing residents by demolishing public housing towers and dispersing poor (Black) residents into new, deconcentrated spaces in the city via housing choice vouchers and other housing-based tools of economic and urban development. Diverging Space for Deviants establishes alternative functions for public housing developments that would necessitate their existence in any city. In addition to providing affordable housing for low-income residents—a necessity as wealth inequality in cities increases—public housing developments function as a necessary political space in the city, one of the last remaining frontiers for citizens to engage in inclusive political activity and make claims on the changing face of the state.

Reflecting on his fifty-year effort to steer the Grand Old Party toward black voters, Memphis power broker George W. Lee declared, "Somebody had to stay in the Republican Party and fight." As Joshua Farrington recounts in his comprehensive history, Lee was one of many black Republican leaders who remained loyal after the New Deal inspired black voters to switch their allegiance from the "party of Lincoln" to the Democrats. Ideologically and demographically diverse, the ranks of twentieth-century black Republicans included Southern patronage dispensers like Lee and Robert Church, Northern critics of corrupt Democratic urban machines like Jackie Robinson and Archibald Carey, civil rights agitators like Grant Reynolds and T. R. M. Howard, elected politicians like U.S. Senator Edward W. Brooke and Kentucky state legislator Charles W. Anderson, black nationalists like Floyd McKissick and Nathan Wright, and scores of grassroots organizers from Atlanta to Los Angeles. Black Republicans believed that a two-party system in which both parties were forced to compete for the African American vote was the best way to obtain stronger civil rights legislation. Though they were often pushed to the sidelines by their party's white leadership, their continuous and vocal inner-party dissent helped moderate the GOP's message and platform through the 1970s. And though often excluded from traditional narratives of U.S. politics, black Republicans left an indelible mark on the history of their party, the civil rights movement, and twentieth-century political development. Black Republicans and the Transformation of the GOP marshals an impressive amount of archival material at the national, state, and municipal levels in the South, Midwest, and West, as well as in the better-known Northeast, to open up new avenues in African American political history.
Mainstreaming Black Power upends the narrative that the Black Power movement allowed for a catharsis of black rage but achieved little institutional transformation or black uplift. Retelling the story of the 1960s and 1970s across the United States—and focusing on New York, Atlanta, and Los Angeles—this book reveals how the War on Poverty cultivated black self-determination politics and demonstrates that federal, state, and local policies during this period bolstered economic, social, and educational institutions for black control. An in-depth history exploring the evolution, impact, and ultimate demise of what was known in the 1930s and ‘40s as FDR’s Black Cabinet. In 1932 in the midst of the Great Depression, Franklin Delano Roosevelt won the presidency with the help of key African American defectors from the Republican Party. Few transformations in American politics have been as important as the integration of African Americans into the Democratic Party and the Republican embrace of racial policy conservatism. The story of this partisan realignment on race is often told as one in which political elites—such as Lyndon Johnson and Barry Goldwater—set in motion a dramatic and sudden reshuffling of party positioning on racial issues during the 1960s. Racial Realignment instead argues that top party leaders were actually among the last to move, and that their choices were dictated by changes that had already occurred beneath them. Drawing upon rich data sources and original historical research, Eric Schickler shows that the two parties' transformation on civil rights took place gradually over decades. Schickler reveals that Democratic partisanship, economic liberalism, and support for civil rights had crystallized in public opinion, state parties, and Congress by the mid-1940s.
