Biopolitical Disaster employs a grounded analysis of the production and lived-experience of biopolitical life in order to illustrate how disaster production and response are intimately interconnected. The book is organized into four parts, each revealing how socio-environmental consequences of instrumentalist environmentalities produce disastrous settings and political experiences that are evident in our contemporary world. Beginning with "Commodifying crisis," the volume focuses on the inherent production of disaster that is bound to the crisis tendency of capitalism. Resilience as a concept has become embedded in public policy discourse within countries across the world in a wide range of contexts--planning, education, emergency management, and supply chains. The goal of this book is to assist future community leaders and professionals with the subsystem components and the actions that must be taken to insure community resilience, and to alert them to the potential pitfalls when adapting their community to the challenges that continually change. The development of trust among and between diverse members of communities and the political and economic leaders is essential if our views of how to build resilience are to change. This book explores the main concerns for grappling with increasing environmental disasters and examines how environmental disasters are understood by states, corporations, and non-government organizations nationally and internationally. The focus of this book is threefold: first, to investigate what constitutes an environmental disaster and to identify the parameters for political responses nationally and internationally. Second, the chapters analyse contemporary state practices that exacerbate the impact of, and responses to, environmental disasters. They show how states promote extractivism based on limited understandings of nature drawn from Western philosophy. Finally, the book highlights the strengths and weaknesses in political and institutional responses at the local level to such disasters by state and non-state actors. This shows how both slow and fast violence of environmental disasters affects communities, but also how vulnerable subjects are based on people’s capabilities. The field of biopolitics encompasses issues from health and hygiene, birth rates, fertility and sexuality, life expectancy and demography to eugenics and racial regimes. This book is the first to provide a comprehensive view on these issues for Central and Eastern Europe in the twentieth century. The cataclysms of imperial collapse, World War(s) and the Holocaust but also the rise of state socialism after 1945 provided extraordinary and distinct conditions for the governing of life and death. It makes a case for an ecological Gothic, wherein the city, its landscape and its people are Gothicized. This book offers an original analysis and theorization of the biopolitics of development in the postcolonial present, and draws significantly from the later works of Michel Foucault on biopolitics. Foucault’s works have had a massive influence on postcolonial literatures, particularly in political science and international relations, and several authors of this book have themselves made significant contributions to that influence. While Foucault’s thought has been inspirational for understanding colonial biopolitics as well as governmental rationalities concerned with development, his works have too often failed to inspire studies of political subjectivity. Instead, they have been used to stoke the myth of the inevitability of the decline of collective political subjects, often describing an increasingly limited horizon of political possibilities, and provoking a disenchantment with the political itself in postcolonial works and studies. Working against the grain of current Foucauldian scholarship, this book underlines the importance of Foucault’s work for the capacity to recognize how this degraded view of political subjectivity came about, particularly within the framework of the discourses and politics of ‘development’, and with particular attention to the predicaments of postcolonial peoples. It explores how we can use Foucault’s ideas to recover the vital capacity to think and act politically at a time when fundamentally human capacities to think, know and to act purposively in the world are being pathologized as expressions of the hubris and ‘underdevelopment’ of postcolonial peoples. Why and how it is that life in postcolonial settings has been depoliticized to such dramatic effect? The immediacy of these themes will be obvious to anyone living in the South of the world. But within the academy they remain heavily under-addressed. In thinking about what it means to read Michel Foucault today, this book tackles some significant questions and problems: Not simply that of how to explain the ways in which postcolonial regimes of governance have achieved the debasements of political subjectivity they have; nor that of how we might better equip them with the means to suborn the life of postcolonial peoples more fully; but that of how such peoples, in their subjection to governance, can and do resist, subvert, escape and defy the imposition of modes of governance which seek to remove their lives of those very capacities for resistance, subversion, flight, and defiance.
