Excerpt from Second Biennial Report of the Civil Service Commission, 1909-1910 The work of the Commission was brought practically to a standstill during the first year of your Excellency's administra tion by the refusal of the State Auditor, on the ground that he doubted the constitutionality of the act, to allow the payment of its salaries and necessary expenses from February 1 to Decem ber 11, 1909. It became impossible to retain an adequate office force to advertise, prepare and hold the competitive examina tions necessary to create and maintain eligible lists from which to fill vacancies as they occurred in the classified service until March, 1910. The result was, at all the State Institutions dur ing more than one year of this biennial period, that original and promotional appointments were necessarily made in disregard of the law and rules, even where the appointing power had ex pressed the desire to observe them and to assist the Commission in their enforcement. The effect was to destroy what progress the Commission had made during the preceding initial year in the actual work of establishing a new policy, and to throw into confusion the civil service of the institutions affected.
