This joint OECD-World Bank stocktaking exercise of social accountability (SA) initiatives in OECD member countries contributes to the global exchange of policy knowledge. The stocktaking exercise produced 40 templates detailing social accountability initiatives in 27 OECD countries and the EC.
Power Beyond Scrutiny uncovers the forces which distort and limit public debate in the media. From the misuse of politician's expenses to recent phone hacking scandals, establishment corruption has never been more in the headlines. Yet amidst the din of scandal, there have been seismic silences. Justin Schlosberg interrogates these silences - why did a plea bargain which allowed Britain's biggest arms company to escape bribery prosecution, go almost entirely unchallenged in television news? Why did journalists routinely endorse the official explanation of how intelligence analyst David Kelly died, while all but ignoring mounting evidence which undermined it? Why, in 2010, did broadcasters offer an unchallenged platform to critics of Wikileaks but not its supporters? These are some of the questions and imbalances that Schlosberg seeks to address as he explains the nature of public debate in the digital age. In doing so he uncovers a range of news blockages that are more than just accidents of a fragmented, chaotic mediascape. They are ultimately ideological forces which ensure that contestability and dissent remain within definable limits.
During the 1960s the German philosopher Jürgen Habermas introduced the notion of a "bourgeois public sphere" in order to describe the symbolic arena of political life and conversation that originated with the cultural institutions of the early eighteenth-century; since then the "public sphere" itself has become perhaps one of the most debated concepts at the very heart of modernity. For Habermas, the tension between the administrative power of the state, with its understanding of sovereignty, and the emerging institutions of the bourgeoisie--coffee houses, periodicals, encyclopedias, literary culture, etc.--was seen as being mediated by the public sphere, making it a symbolic site of public reasoning. This volume examines whether the "public sphere" remains a central explanatory model in the social sciences, political theory, and the humanities.
In the realm of health care, privacy protections are needed to preserve patients' dignity and prevent possible harms. Ten years ago, to address these concerns as well as set guidelines for ethical health research, Congress called for a set of federal standards now known as the HIPAA Privacy Rule. This provocative and controversial book rejects the popular pablum of more laws, more money, more enforcement personnel, and more jails as the road to victory in the "war on drugs." Author Steven Wisotsky masterfully documents the failure of the drug war and the erroneous premise central to its destructive and doomed strategy: the idea that drug taking controls human behavior; that drugs "cause" physical dependency. Americans must move beyond the war on drugs by repudiating their obsessive preoccupation with controlling or prohibiting drugs. Instead, we must replace this mindset with a new view that acknowledges individual freedom and the power of directing our choices toward responsible human behavior. According to Wisotsky, the idea of "waging war" on drugs is central to the problem rather than a fundamental part of any solution. Wisotsky contends that the war on drugs will remain inadequate so long as society continues to be seduced by the battle cries of its own stepped-up combat in which the "enemy" (drugs) must be eradicated at all cost. The rationale for doing battle has become so embedded in the public mind that we no longer recognize the need for a critical review of social policy, strategy, or the methods needed to achieve our desired goals. Have we simply created a new type of Prohibition, which is destined to fail? And if this is the case, then what does it say about our society? Have we lost the ability to reflect critically on our social motives and purposes, as well as our justification for the actions we take, simply because we've declared "war" on the "enemy" and we aren't going to stop the good fight until we've "won"? Beyond the War on Drugs offers hard-hitting arguments to support the growing public opinion that this war, as it is currently conceived, cannot be won and ought not to be fought. Wisotsky argues persuasively for a reassessment of this struggle. We must go beyond the war on drugs to develop a public policy that acknowledges human intelligence, free choice, and individual responsibility.

From green frogs and blue angels to white bunnies, modern consumers are confronted by a growing array of colorful eco-labels on everything from coffee to computers. When eco-labels are credible, they can lead to dramatic change in environmental practices broadly and quickly by leveraging the purchasing power of corporate clients (e.g., Walmart and McDonalds) to influence global supply chains. But the credibility of such labels is highly variable; and despite the existence of established practices for eco-labeling, many labels remain little more than superficial exercises in "greenwash." How can consumers separate greenwash from genuine attempts to address environmental challenges? Beyond Greenwash addresses this question by systematically investigating the credibility of transnational eco-labeling organizations across countries and commercial sectors. Using an innovative proxy measure for credibility that examines adherence to established best practices, Hamish van der Ven proposes a novel theory of rigor and credibility in transnational eco-labeling that upends conventional wisdom. He argues that the credibility of an eco-label does not depend on who creates or manages it-whether a government, industry association, professional standard setter, or environmental NGO. Rather, it depends on which types of businesses use the label. More specifically, eco-labeling organizations that target bigger, consumer-facing retailers tend to create credible eco-labels out of a desire to insulate their clients from critical scrutiny and gain acceptance in new markets. This theory challenges the conventional wisdom that only governments or environmental NGOs can create meaningful environmental governance and suggests that who is being governed matters as much, if not more, than who is doing the governing.
