This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies

The UN Decade of Healthy Ageing, 2021-2030 (the Decade) was endorsed by the 73rd World Health Assembly and proclaimed as a United Nations Decade by the General Assembly in December 2022. WHO and UN partners are required to report on progress in the Decade to WHA and UNGA in 2023, 2026 and 2029. Complementary to, and in support of these reports, WHO and UN partners have produced an additional external facing report in 2023, demonstrating progress made in the first two years of the Decade. The purpose of this report is to: assess the extent of progress made in the first phase of implementation of the UN Decade of Healthy Ageing, from 2021 to mid-2023; present contributions to the Decade being made by stakeholder groups, including Member States, UN agencies, civil society, academia, the private sector, community groups and older people themselves; and inspire and motivate stakeholders to collaborate in their continued efforts to implement the Decade at country level and scale up interventions to ensure healthy ageing.

Like other Nordic countries Norway has been investing heavily in family policy to enable combining work and family life. Nevertheless, between 2009 and 2022 the Total Fertility Rate (TFR) in Norway dropped from 2 children to 1.4 children per woman.
The transition to net-zero emissions by 2050 will have profound impacts on the labour market and the jobs of millions of workers. Aggregate effects on employment are estimated to be limited. But many jobs will be lost in the shrinking high-emission industries, while many others will be created in the expanding low-emission activities. This edition of the OECD Employment Outlook examines the characteristics of the jobs that are likely to thrive because of the transition (“green-driven jobs”), including their attractiveness in terms of job quality, and compares them to jobs in high-emission industries that tend to shrink. The cost of job displacement in these latter industries is assessed along with the trajectories of workers out of them towards new opportunities, and the labour market policies that can facilitate job reallocation. Particular attention is devoted to upskilling and reskilling strategies to facilitate workers’ transition into fast-growing, green-driven occupations. The distributive impacts of climate-change mitigation policies are also examined, with a focus on carbon pricing and options to redistribute its tax revenue to those most impacted. As usual, the first chapter of the Outlook assesses recent labour market developments (including wage trends), but also provides an update of the OECD Job Quality indicators.
Belgium faces a fiscal consolidation challenge at a time when the fiscal cost of aging—primarily related to pension and health outlays—is mounting. Pension spending will increase relatively fast unless a combination of measures related to pension generosity and retirement eligibility are put in place. Potential efficiency gains are large in the health sector and could absorb part of the fiscal and reorganization costs related to an aging population.
