This book is an analysis of the developments associated with the Belt and Road Initiative (B&RI) five years after Xi Jinping announced both the Silk Road Economic Belt (SREB) and the 21st Maritime Silk Road (21MSR). Together, these two dimensions constitute the B&RI, providing the so-called Chinese ‘project of the century’ with regional, inter-regional and global reach. This book aims at assessing the impact of the B&RI in all these dimensions and levels of influence. This is a current and promising theme, not only in the short and medium terms, but also within a broader timescale, reflecting Chinese strategic thinking itself, since Chinese philosophy and culture are oriented towards long-term and inter-generational perspectives. Norris shows what Chinese economic statecraft is, how it works, and why it is more or less effective. Norris provides an accessible tool kit to help us better understand important economic developments in the People's Republic of China. He links domestic Chinese political economy with the international ramifications of China’s economic power as a tool for realizing China’s strategic foreign policy interests. He presents a novel approach to studying economic statecraft that calls attention to the central challenge of how the state is (or is not) able to control and direct the behavior of economic actors.Norris identifies key causes of Chinese state control through tightly structured, substate and crossnational comparisons of business-government relations. These cases range across three important arenas of China’s grand strategy that prominently feature a strategic role for economics: China’s efforts to secure access to vital raw materials located abroad, Mainland relations toward Taiwan, and China’s sovereign wealth funds. The Making of Eurasia investigates the multi-layered spectrum of China and Russia's Eurasian policies towards each other, ranging from competition to cooperation, as well as the role of regional actors in between. The book examines the impact of and responses to the dynamic Sino-Russian interaction in the wake of China's Belt and Road initiative, focusing on the selected case studies of Kazakhstan, Mongolia and Uzbekistan, but also on inter-regional implications across the Eurasian space. With China's imprint on inter-regional politics and ambition to make a distinctive Chinese contribution to 'globalization' and Russia's vision of a 'Greater Eurasia' in which Moscow stakes out a place for itself as an indispensable power, other regional actors adopt policies that respond to and co-shape the resulting centrifugal forces.
