This report summarizes activities that occurred in the second year (1991/92) of the Beaufort Region Environmental Assessment and Monitoring Program (BREAM). It discusses each of the activities that occurred in the second year of BREAM, including meetings of each of the three Technical Working Groups (Existing Impact Hypothesis, Community-Based Concerns, and Catastrophic Oil Spills), follow up work completed by each group, and an interdisciplinary workshop held to review several existing and new impact hypotheses related to routine aspects of hydrocarbon development and transportation in the study area.
Yohei Sasakawa The Northern Sea Route is the shortest shipping route connecting the Far East and Europe. However, the route has been practically inaccessible to commercial vessels, due to the harsh natural conditions in the area, which make navigation possible for only a small part of the year, and then only with an icebreaker leading the way. Opening the Northern Sea Route would greatly facilitate international shipping, making two routes - a northbound one through the NSR, and a southbound one through Suez- available throughout all seasons. The Northern Sea Route would also help to boost economic development, including the exploitation of natural resources in Russian regions along the coast of the Arctic Ocean. Thanks to international cooperation, we have been able to set up and successfully conclude a special project to investigate the possibilities of developing the Northern Sea Route as a commercial route, while protecting the environment, wildlife and peoples of the Arctic Ocean region. This represents a highly significant step in terms of future global development.
With the fundamental changes which occurred in the political structure of Europe, and improved East--West relations in general, the Arctic has increasingly become the focal point of international attention during the last few years. Scientific research and environmental protection are areas which have already witnessed some form of international cooperation in the area. With this particular evolution in mind, a new look at the legal regime of navigation in the Arctic seems to be justified. While several other countries border on the Arctic, Canada and Russia have the most extensive shorelines and have shown keen interest in ensuring that their proper share of this area is not encroached by other countries. This book is thus generally restricted to an examination of the maritime boundaries that these states are claiming, and the extent to which other states have recognized them. It also explores the need for greater international cooperation in this area, not only between the two main contenders but also with other countries that have shown a special interest in Arctic navigation and in the exploitation of resources of this area.

The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.
