Often remembered for its humanitarian platform and its pioneering social programs, Saskatchewan’s Cooperative Commonwealth Federation (CCF) wrought a much less scrutinized legacy in the northern regions of the province during the twenty years it governed. Until the 1940s churches, fur traders, and other wealthy outsiders held uncontested control over Saskatchewan’s northern region. Following its rise to power in 1944, the CCF undertook aggressive efforts to unseat these traditional powers and to install a new socialist economy and society in largely Aboriginal northern communities. The next two decades brought major changes to the region as well-meaning government planners grossly misjudged the challenges that confronted the north and failed to implement programs that would meet northern needs. As the CCF’s efforts to modernize and assimilate northern people met with frustration, it was the northern people themselves that inevitably suffered from the fallout of this failure. In an elegantly written history that documents the colonial relationship between the CCF and the Saskatchewan north, David M. Quiring draws on extensive archival research and oral history to offer a fresh look at the CCF era. This examination will find a welcome audience among historians of the north, Aboriginal scholars, and general readers.

This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.
In the early twentieth century, the Canadian Lakehead was known as a breeding ground for revolution, a place where harsh conditions in dockyards, lumber mills, and railway yards drove immigrants into radical labour politics. This intensely engaging history reasserts Northwestern Ontario’s rightful reputation as a birthplace of leftism in Canada by exposing the conditions that gave rise to an array of left-wing organizations, including the Communist Party, the One Big Union, and the Industrial Workers of the World. Yet, as Michel Beaulieu shows, the circumstances and actions of Lakehead labour, especially those related to ideology, ethnicity, and personality were complex; they simultaneously empowered and fettered workers in their struggles against the shackles of capitalism. Cultural ties helped bring left-wing ideas to Canada but, as each group developed a distinctive vocabulary of socialism, Anglo-Celtic workers defended their privileges against Finns, Ukrainians, and Italians. At the Lakehead, ethnic difference often outweighed class solidarity – at the cost of a stronger labour movement for Canada.
Encounters with wild animals are among the most significant relationships between humans and the natural world. Presenting a history of human interactions with wildlife in Alberta, Manitoba, and Saskatchewan between 1870 and 1960, Wildlife, Land, and People examines the confrontations that led to diverse consequences – from the near annihilation of some species to the extraordinary preservation of others – and skilfully finds the roots of these relationships in people’s needs for food, sport, security, economic development, personal fulfillment, and identity. Donald Wetherell shows how utilitarian practices, in which humans viewed animals either as friendly sources of profit or as threats to their economic and personal security, dominated until the 1960s. Alongside these views, however, other attitudes asserted that wild animals were part of the beauty, mystery, and order of the natural world. Wetherell outlines the ways in which this attitude gained strength after World War II, distinguished by a growing conviction that every species has ecological value. Through a century in which the natural landscape of the prairie region was radically transformed by human activity, conflicts developed over fur and game management, over Aboriginal use of the land, and over the preservation of endangered species like bison and elk. Yet the period also saw the creation of national parks, zoos, and natural history societies. Drawing on a wide array of historical sources and photographs as well as current approaches to environmental history, Wildlife, Land, and People enriches our understanding of the many-layered relationships between humans and nature.
Transforming the Prairies proposes a new understanding of Canada’s Prairie Farm Rehabilitation Administration (PFRA), complicating common views of the agency as a model of effective government environmental management. Between 1935 and 2009, the PFRA promoted agricultural rehabilitation in and beyond the Canadian Prairies with mixed and equivocal results. The promotion of strip farming as a soil conservation technique, for example, left crops susceptible to sawfly infestations. The PFRA’s involvement in irrigation development in Ghana increased the local population’s vulnerability to various illnesses. And PFRA infrastructure construction intended to serve the public good failed to account for the interests of affected Indigenous peoples. The PFRA is revealed as being a high modernist state agency that produced varied environmental outcomes and that contributed to consolidating colonialism and racism. This investigation affirms the importance of engaging historical perspectives to help ensure that contemporary environmental management efforts support more just and sustainable futures.
Our image of Canada’s postwar foreign policy is dominated by the Cold War, while the story of Canada’s response to decolonization in the Global South is less well known. This book explores Canadian-Indonesian relations to determine whether Canada’s postwar foreign policy was guided by an overarching set of altruistic principles. It shows that Canada remained a loyal member of the Western alliance. Canada wanted developing countries to follow its own non-revolutionary model of decolonization and paid little attention to violations of human rights. Webster’s reassessment of Canada’s foreign-policy objectives in Indonesia, and of its own national image, will appeal to students of diplomatic history interested in Asia and the developing world.
“It can start with a knock on the door one morning. It is the local Indian agent, or the parish priest, or, perhaps, a Mounted Police officer.” So began the school experience of many Indigenous children in Canada for more than a hundred years, and so begins the history of residential schools prepared by the Truth & Reconciliation Commission of Canada (TRC). Between 2008 and 2015, the TRC provided opportunities for individuals, families, and communities to share their experiences of residential schools and released several reports based on 7000 survivor statements and five million documents from government, churches, and schools, as well as a solid grounding in secondary sources. In the past, agents of the Canadian state knocked on the doors of Indigenous families to take the children to school. Now, the Survivors have shared their truths and knocked back.
