Putting his focus on the need to equip U.S. warships with radar and antiaircraft guns, Lee was one of the few flag officers of his generation who understood the tactical advantage of radar, especially during night battles. In 1942 Willis Lee became commander of the first division of fast battleships to operate in the Pacific. During that service, he commanded Task Force 64, which achieved a tide-turning victory in a night battle near Guadalcanal in November 1942. Lee missed two major opportunities for surface actions against the Japanese. In June 1944, in the Marianas campaign, he declined to engage because his ships were not trained adequately to operate together in surface battles. In October 1944, Admiral William Halsey's bungled decisions denied Lee's ships an opportunity for combat. Continuing his career of service near the end of the war, Lee, in the summer of 1945, directed anti-kamikaze research efforts in Casco Bay, Maine. While Lee's wartime successes and failures make for compelling reading, what is here in this biography is a balanced look at the man and officer.

It examines the original designs as well as the many modifications and reconstructions these ships underwent during their long and active careers. Like the other books in Norman Friedmans design-history series, U.S. Battleships is based largely on formerly classified internal U.S. Navy records. But research for this book has also included a full survey of British files, both those compiled when American ships served with the Royal Navy in the two world wars and those supplied by British battleship designers attached to the U.S. Navy. In addition, the author consulted official battle damage reports to help evaluate various designs.

The modern navies were the first of the armed services faced with fundamental and abrupt technological change. The wooden sailing ships that had fought sea battles for nearly two centuries were, in only a few years, rendered obsolete by a veritable tidal wave of innovation. With the deployment of the revolutionary HMS Dreadnought in 1903, the new technology reached its full fruition: the gigantic sleek, steel-clad, many-gunned vessel that would rule the seas (or at least the minds of Naval commanders) for years to come. O'Connell shows how other nations raced to emulate this new prototype (much in the fashion of the nuclear arms race of later decades), usually at the expense of much more effective forms of naval force. He also demonstrates compellingly the dashed expectations for the battleship occasioned by the outbreak of war in 1914. While many anticipated a massive twentieth-century Trafalgar, in actuality dreadnoughts everywhere avoided battle, and when they did fight, the results were most often inconclusive or even irrelevant. With the Battle of Jutland in 1916--the only real naval showdown of the war--the ineffectiveness of the battleship as the pre-eminent weapon of war was made abundantly clear: the German navy scored on only 120 hits out of 3,597 heavy shells fired while the British had an even more dismal showing--100 out of 4,598, or a hit ratio of 2.17%.
