As the world continues to grapple with a range of practical development challenges that are directly linked to livelihood concerns about human well-being and declining living standards, often overlooked is the human right to development, which remains largely unfulfilled. In the face of successive global initiatives seeking to remedy these challenges, it has become urgent to ask what the universal recognition of the right to development implies if it cannot be translated into improved well-being for impoverished peoples around the world. The contributors in this timely volume argue that setbacks to development are deeply rooted in the failure to implement the right to development, which by nature guarantees equality of opportunities and equitable redistribution of the resources that contribute to better living standards. Assessing policy and practical measures (or the lack thereof), they offer practical suggestions for implementation that will make the right to development a reality for everyone.
An Environmental Impact Assessments (EIA) is a procedure for evaluating the impact of proposed activities on the environment. In modern Africa, EIAs are a growing reality and a matter of law in 22 sub-Saharan African countries. This volume examines various aspects of EIA legislation in these countries, including: definitions and prescribed activities; public participation and consultation; the review process and the quality of EIA reports; monitoring and enforcement; compatibility; and transboundary issues. It highlights the role and degree of public participation for the further development of EIA law and policy.

Public participation has become a core element of modern constitution-building. Robust participation is credited with a range of benefits—from improving individual behaviours and attitudes to democracy to shaping elite bargaining dynamics, improving constitutional content, and strengthening outcomes for democracy and peace. Yet it is not well understood whether and how public participation can achieve these ends. Much of what we think we know about participatory constitution-building remains theoretical. No two processes are alike, and there is no agreed definition of what constitutes a ‘participatory process’. Yet national decision-makers must contend with the key question: What does a robust participation process look like for a particular country, at a particular time, in a particular context? What considerations and principles can be derived from comparative experience to guide decisions? This Policy Paper unpacks the forms and functions of public participation across different stages of the constitution-building process and considers the ways in which public engagement can influence the dynamics of the process, including political negotiations.
Although the field of deliberative civic engagement is growing rapidly around the world, our knowledge and understanding of its practice and impacts remain highly fragmented. Democracy in Motion represents the first comprehensive attempt to assess the practice and impact of deliberative civic engagement. Organized in a series of chapters that address the big questions of deliberative civic engagement, it uses theory, research, and practice from around the world to explore what we know about, how we know it, and what remains to be understood. It also has promise for enhancing practice, for example by helping practitioners, public officials, and others better think through and articulate issues of design and outcomes, thus enabling them to garner more support for public deliberation activities. In addition, by identifying what remains to be learned about public deliberation, practitioners and public officials may be inspired to connect with scholars to conduct research and evaluations of their efforts.
Local governance comprises a set of institutions, mechanisms and processes through which citizens and their groups can articulate their interests and needs and mediate their differences. The participation of citizens in governance is one of the underlying components of democracy. Engaging citizens in the act of governance engenders transparency, improves accountability and public resource management and brings about good policy outcomes, development and the social well-being of citizens. When done effectively, it encourages inclusiveness and cohesiveness, speeds up problem-solving through community initiatives and generally improves the effectiveness of local authorities. This Report is an exploratory study which adopted various strategies to try to understand the issues, perspectives and results from citizen participation in local governance across various countries and regions in Africa.
The central aim of this publication is to consider the key elements of a modern, comprehensive, and effective legal framework for successful management of protected areas. They provide practical guidance for all those involved in developing, improving, or reviewing national legislation on protected areas, be they legal drafters and practitioners, protected area managers, interested NGOs, or scholars. These guidelines include fifteen case studies, eight dealing with the protected area legislation of individual countries and six cases dealing with specific sites providing fundamental solutions that stand the test of time.

Citizen participation in water and environmental management via community-based monitoring (CBM) has been praised for the potential to facilitate better informed, more inclusive, transparent, and representative decision making. However, methodological and empirical research trying to conceptualize and evaluate the dynamics at play that might enable or hinder these initiatives from delivering on their potential is limited. This research contributed to the conceptualization of CBMs through development of a conceptual framework that is suitable for Context analysis, Process evaluation and Impact assessment of CBMs – the CPI Framework. This conceptualization provides an interpretation of what 'community' means in the context of a CBM initiative. In addition, this research contributed to the existing empirical knowledge about the establishment, functioning and outcomes of CBMs by testing the CPI Framework for studying two real life CBMs throughout the lifetime of an EU-funded project - the Ground Truth 2.0. The first CBM is called Grip op Water Altena that focuses on the issue of pluvial floods in 'Land van Heusden en Altena' of the Netherlands. The second CBM is Maasai Mara Citizen Observatory and aims at contributing to a better balance between biodiversity conservation and sustainable livelihood management in the Mara ecosystem in Kenya.
