In 2004 the Indonesian government made a commitment to provide its entire population with health insurance coverage through a mandatory public health insurance scheme. It has moved boldly already provides coverage to an estimated 76.4 million poor and near poor, funded through the public budget. Nevertheless, over half the population still lacks health insurance coverage, and the full fiscal impacts of the government's program for the poor have not been fully assessed or felt. In addition, significant deficiencies in the efficiency and equity of the current health system, unless addressed will exacerbate cost pressures and could preclude the effective implementation of universal coverage (Ue and the desired result of improvements in population health outcomes and financial protection. For Indonesia to achieve UC, systems' performance must be improved and key policy choices with respect to the configuration of the health financing system must be made. Indonesia's health system performs well with respect to some health outcomes and financial protection, but there is potential for significant improvement. High-level political decisions are necessary on key elements of the health financing reform package. The key transitional questions to get there include: [ the benefits that can be afforded and their impacts on health outcomes and financial protection; [ how the more than 50 percent of those currently without coverage will be insured; [ how to pay medical care providers to assure access, efficiency, and quality; [ developing a streamlined and efficient administrative structure; [ how to address the current supply constraints to assure availability of promised services; [ how to raise revenues to finance the system, including the program for the poor as well as currently uninsured groups that may require government subsidization such as the more than 60 million informal sector workers, the 85 percent of workers in firms of less than five employees, and the 70 percent of the population living in rural areas.
The Country Water Assessment (CWA) evaluates the balance between reliable and available water supplies and future demands for sustainable economic development in Indonesia. Articulated around the water,food, and energy nexus, the CWA explores technical, institutional, and policy options to improve planning, management, and development of water resources. The 2015-2019 midterm government development policy guides the priorities covered under the CWA. There are many reasons why strategic intelligence is required to support policy decisions. These primarily stem from the nature of today's kno- edge society with two contrasting trends. On the one hand, there is a trend of increasing human intelligence in the economic, social and political s- tems. On the other hand, there is a trend towards dissolving certainties about the problems and solutions of today's society. Clearly, more inf- mation does not necessary imply more certainties on how to act. What is more, the same facts are often interpreted in markedly different ways: the same policy relevant information can – and often does – results in confli- ing framing of a problem by different stakeholders. This is mainly due to competing assumptions, rather then because of inconsistent facts. The- fore, it is not surprising that policy-makers are calling for strategic intel- gence to support their understanding of today's challenges, including the relevant aspects of science and technology, their impact and their possible future developments. Over the last 15 years, Europe has rapidly adopted the practice of dev- oping and using Impact Assessment (IA) tools to support decision-making. Formal procedures and guidance for IA are well established within the European Commission and in most EU Member States. The adoption of IA procedures alone, however, does not guarantee that every policy domain is actually using the full potential of these assessment tools in the preparation of policies and legislation.
All cities are vulnerable. They have economically, socially, institutionally vulnerable urban space. In developing countries, vulnerable urban space can be observed typically as substandard informal settlements such as slums or areas occupied by squatters. At present, slum dwellers comprise one-third of the world's urban population of 3 billion, and it has been estimated that the number of slum dwellers will double in the next 30 years if no effective action is taken. Improvement of vulnerable urban areas, which is one of the targets of Millennium Development Goals, is thus an urgent worldwide challenge in our age. This book combines empirical and comparative analysis of improvement of vulnerable urban space and post-disaster rehabilitation in Asian and Latin American countries. Value chain based approaches offer tremendous scope for market-based improvements in production, productivity, rural economy diversification, and household incomes, but are often covered by literature that is too conceptual or heavily focused on analysis. This has created a gap in the information available to planners, practitioners, and value chain participants. Furthermore, few references are available on how these approaches can be applied specifically to developing agriculture in Africa. 'Building Competitiveness in Africa s Agriculture: A Guide to Value Chain Concepts and Applications' describes practical implementation approaches and illustrates them with scores of real African agribusiness case studies. Using these examples, the 'Guide' presents a range of concepts, analytical tools, and methodologies centered on the value chain that can be used to design, implement, and evaluate agricultural and agribusiness development initiatives.
