Uzbekistan has achieved sustained growth through its gradual transition to a market-based economy through cautious economic policy reforms. Despite its gradual approach to development challenges, the country experienced the smallest output decline among former Soviet economies and enjoyed high rates of economic growth from 2004 to 2015, largely driven by the high prices of its major export commodities. However, the drop in the global prices of many key commodities in recent years have severely impacted Uzbekistan's economy. Under these circumstances, the new government introduced major reforms. After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. China¿s Belt and Road (BRI) Initiative was announced by Chinese President Xi Jinping in September 2013 at Nazarbayev University. It is therefore natural that, for its launch, the NAC-NU Central Asia Studies Program, in partnership with GW¿s Central Asia Program, seeks to disentangle the puzzle of the BRI Initiative and its impact on Central Asia. Selected from over 130 proposals, the papers brought together here offer a complex and nuanced analysis of China¿s New Silk Road project: its aims, the challenges facing it, and its reception in Central Asia. Combining methodological and theoretical approaches drawn from disciplines as varied as economics and sociology, and operating at both micro and macro levels, this collection of papers provides the most up-to-date research on China¿s BRI in Central Asia. It also represents the first step toward the creation of a new research hub at Nazarbayev University, aiming to forge new bonds between junior, mid-career, and senior scholars who hail from different regions of the world and belong to different intellectual traditions.
This report responds to pressing questions for policymakers in Eurasian cities and national governments. Faced with changing economic circumstances and a reorientation of trade toward Europe and Asia, will Eurasia's cities be able to adjust? Will some cities be granted the flexible regulations and supportive policies necessary for growth? And will some be permitted to shrink and their people assisted in finding prosperity elsewhere in the region? Even as Eurasian cities diverge, they face shared challenges. Policymakers have a key role in assisting spatial restructuring, particularly in addressing imperfect information and coordination failures. They can do so by rethinking cities, better planning them, better connecting them, greening them and finding new ways to finance these changes. Eurasian cities will also have to find the right balance between markets and institutions to become sustainable. As the World Development Report 2009: Reshaping Economic Geography illustrates, Eurasia (excluding Russia) is a 3D region- a region with low density, long distance, and many divisions. Securing accessibility to leading regional markets such as China, India, and Russia is thus critical. This will require key institutions to be developed to unite the countries, key connective infrastructures to be established between domestic and regional markets, and targeted interventions to be undertaken to compensate countries for short-term losses from this deepened economic integration. Policymakers at the highest levels in these countries should put accessibility at the top of their agendas.
Opiates originating in Afghanistan threaten the health and well-being of people in many regions of the world. Their illicit trade also adversely impacts governance, security, stability and development in Afghanistan, in its neighbors, in the broader region and beyond. This report, the second such report of the United Nations Office on Drugs and Crime research project on the topic, covers worldwide flows of Afghan opiates, as well as trafficking in precursor chemicals used to turn opium into heroin. By providing a better understanding of the global impact of Afghan opiates, this report can help the international community identify vulnerabilities and possible countermeasures. This report presents data on the distribution of trafficking flows for Afghan opiates and their health impact throughout the world. A worrying development that requires international attention is the increasing use of Africa as a way station for Afghan heroin shipments to Europe, North America and Oceania. This is fuelling heroin consumption in Africa, a region generally ill-equipped to provide treatment to drug users and to fight off the corrupting effects of drug money. Another new trend is the growing use of sea and air transport to move Afghan heroin around the world, as well as to smuggle chemicals used in heroin production into Afghanistan. Traffickers in Afghan heroin have traditionally relied on overland routes, and law enforcement services will need to respond to this new threat. The findings of this report identify areas that need more attention. Strengthening border controls at the most vulnerable points, such as along Afghanistan's border with Pakistan's Baluchistan province, could help stem the largest flows of heroin, opium and precursor chemicals. Increasing the capacity to monitor and search shipping containers in airports, seaports and dry ports at key transit points and in destination countries could improve interdiction rates. Building capacity and fostering intelligence sharing between ports and law enforcement authorities in key countries and regions would help step up interdiction of both opiates and precursor chemicals. Addressing Afghan opium and insecurity will help the entire region, with ripple effects that spread much farther. Enhancing security, the rule of law and rural development are all necessary to achieve sustainable results in reducing poppy cultivation and poverty in Afghanistan. This will benefit the Afghan people, the wider region and the international community as a whole. But addressing the supply side and trafficking is not enough. We need a balanced approach that gives equal weight to counteracting demand for opiates.
