Despite the political traumas from 1977 to 1980, Bangladesh has made progress in economic and social development and has been transformed over the past 16 years. From the country's inception, the World Bank has been involved in Bangladesh's economic development. The International Development Association (IDA) has financed about a quarter of all foreign aid commitments. However, Bangladesh's dependence on foreign aid has raised concerns regarding sovereignty and self-reliance in the development process. This Country Assistance Review (CAR) presents the findings of an Operations Evaluation Department team that visited Bangladesh in August/September 1996. It represents a synthesis of the key findings of the evaluation. The CAR's main conclusion is that IDA's assistance to Bangladesh has been effective, and the partnership forged with the government has brought some notable successes. This book examines the theory and global evidence on structural transformation along with stylised facts and implications using, among others, a dynamic panel model, for South Asia. The characteristics of the structural transformation process in Bangladesh bring out the relevance of a comprehensive and inclusive South Asian ‘brand’ in view of the challenges of large population size, high burden of poverty, rising inequalities and its compulsion to achieve rapid and sustained inclusive development. The analysis highlights several distinct characteristics of Bangladesh’s structural transformation including changes in value added, trade, employment, productivity, formal-informal jobs, and opportunities for low-skilled workers. The book suggests that the manufacturing sector could not create the required number of jobs and generate rapid absolute and relative productivity gains in the Bangladesh economy. Although the services sector has largely led output and employment growth, services subsectors with strong labour absorptive capacity have low average productivity. Hence, growth-enhancing structural transformation led by these subsectors is likely to be less dynamic than required for rapid employment-creating growth in the economy. The book’s analysis on COVID-19 and cyclone Amphan shows that an integrated disaster and development paradigm is needed for Bangladesh. An inclusive and health and well-being focused structural transformation presents the pathway to advance the people-centred approach to development in Bangladesh through both vulnerability reduction and investments in sustainable development that would offset both known and unknown disaster threats. The key for Bangladesh is to skillfully manage the ‘developer’s dilemma’ of achieving both structural transformation in terms of large productivity gains and inclusive growth for reducing poverty and rising inequalities. The book provides a comprehensive conceptual understanding covering major challenges and pathways to progressively promote inclusive development in Bangladesh. Since independence in 1971, Bangladesh has achieved significant economic growth and social progress, but the benefits have not been shared equitably across all groups in society, and there is the demand that inclusive development should be at the core of the country’s development agenda. Analysing inclusive development in Bangladesh, the authors present it as synonymous with improving the well-being of all individuals in a comprehensive manner along with upholding the principles of equity and justice. The book shows that the multidimensionality of inclusive development facilitates the participation of all in society in development through enhancing capabilities and ensuring equal opportunities. Poverty reduction in South Asia is a precondition for sustaining any form of reforms in governance. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. This book outlines disaster risk reduction (DRR) approaches in Bangladesh, drawing examples and lessons from the national and community-level programs, projects, and relevant experiences of the country. The content is based on a selection of available documents, a consultative workshop with academicians from different universities undertaking DRR higher education programs, and the editors’ own knowledge and experience in the field. Special emphasis is given to analyzing field experiences from academic perspectives, and to highlighting key issues and the policy relevance of disaster risk reduction. The book has three parts: Part I provides the outline and basics of DRR, with examples from a global review and from national policies and priorities. Part II covers seven different hazards in Bangladesh, focusing on both shocks and stresses. Part III provides examples of approaches and issues of DRR practices. Although the "greenhouse effect" and "global climate change" have been the subjects of scientific scrutiny for many decades, only recently have they received widespread public attention. Two major events helped generate this attention. First, in 1990 the Intergovernmental Panel on Climate Change (IPCC) published its findings on the science, impacts and policy implications of climate change. The findings of the IPCC, prepared and reviewed extensively by the world's leading experts in the field, confirmed that the increasing atmospheric concentrations of "greenhouse" gases, such as carbon dioxide, methane, nitrous oxide and the chlorofluorocarbons, could cause the world to warm and sea level to rise. Second, in 1992 the United Nations Conference on Environment and Development (UNCED) inRio de Janeiro focussed the attention of the world's national governments, as well as organisations and individuals outside the governments, on the threat of global climate change. The Framework Convention on Climate Change (FCCC), signed by nations at UNCED, reflects both the concern about the effects of climate change and the urgent need for action to prevent or reduce its potential impacts, particularly with respect to the vulnerable developing countries of the world. Bangladesh ratified the FCCC on 15 April 1994. The countries that have signed and ratified the FCCC are obligated to report to the Conference of the Parties (CoP) to the Convention on a number of inter related issues.
