Melvin is a stressed out executive with a broken marriage, a fading career and a nicely developing drink habit. When he beds the local bar maid, he ignores the fact that her boyfriend is a psychotic bi-sexual gangster with half London's bent coppers in his pocket. When finally ensnared, both sexually and criminally, he is at last forced to confront his own dubious morality. The War Against Chaos is set in a dystopian version of Britain that is similar in its depiction of a grey, shabby, philistine country, to Orwell's 1984. The principal character Hare, is a clerk for a vast conglomerate known as Universal Goods, who is dismissed from his job and his lodgings after his corrupt boss, Jacobs, manipulates evidence against him. After sleeping rough, Hare is befriended by a community of so-called 'marginals' who live in anarchic communes on the fringes of society. After recuperating, Hare decides to search for his estranged wife, an artist who fled mainstream society after the government closed all art colleges. He encounters another group, known as 'Diggers', who live in abandoned subterranean chambers that were originally intended for use in the event of nuclear war. A group of young Diggers attempt to seize their own plot of land, but the attempt is a failure, and Hare is obliged to lead a group of fleeing 'marginals' and Diggers into 'the Zone', a mysterious patch of land where, it is rumoured, nothing is able to survive.
In 1968, the Cold War is at its hottest. A Royal Air Force Special Operator hears an unusual World War II style transmission cutting across his frequency every month at midnight. That in itself is not surprising; static and other stations occasionally come through. In the case of this transmission, though, every day following its appearance, something terrible occurs, whether it is a major crime, a disaster, or an act of terrorism. The operator reports this to his watch commander who passes it up the chain of command. The powers that be, aware of spy scandals, recruit a team. Bill is a police superintendent in a clandestine anti-terrorist office, and Smithy is a wild moorland hermit with excellent radio, cryptography, and fighting skills. Their mission is to confirm that the transmission is real and, if so, to arrest those responsible. Their team soon grows with the addition of Karen, a brilliant student and Bill’s posh girlfriend. Together, they race across the North and Midlands of England and find trouble with the Bulgarian Embassy as well as a Polish gangster and his English thugs. As their trail leads them to a suburban house and a bloody shootout, the squad finds themselves faced with chaos, and their mysterious venture comes to a head.
