This supplement includes five background papers and provides background information on various aspects of capacity development (CD) for the main Board paper, Review of the Fund’s Capacity Development Strategy—Towards a More Flexible, Integrated, and Tailored Model. It is divided into five sections, each consisting of a different background paper. The five sections cover (1) CD Delivery Modalities; (2) Evaluation and Impact; (3) Regional Capacity Development Centers and Field Presence; (4) HR Policies; and (5) Mapping the Fund’s Position vis-à-vis Other CD Providers.
For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. This book examines the milestone process, as well as the DOD's entire approach to testing and evaluating defense systems. It brings to the topic of defense acquisition the application of scientific statistical principles and practices.
The Annual Report to the Board of Governors reviews the IMF's activities, policies, and organization, as well as the world economy, with emphasis on balance of payments problems, international and emerging capital markets, fiscal considerations in policymaking, data issues, and the debt situation. As part of the IMF's ongoing efforts to improve transparency in its operations, the 1996 Report continues the expanded coverage of economic developments in selected countries and gives details about policy objectives in member countries using Fund resources. The 1996 Report also provides information on the IMF's new data dissemination standard. Appendices include a report on international reserves, details of the IMF's financial operations, major decisions taken by the Executive Board during the year, communiques of the Interim and Development Committees, a list of Executive Directors and their voting power, capital and administrative budgets and information on staffing, and audited financial statements of all IMF accounts and facilites.
