The idea for this book emerged from a conversation between Vivian Forbes and Charles Eaton following two seminars held in the Department of Geography at the University of Western Australia given by Trevor So?eld and Christopher Grif?n more than ?ve years ago. One seminar involved papers from Charles Eaton and Christopher Grif?n on the recent Speight coup in Fiji; the other, given by Trevor So?eld, was on the Solomon Islands. The seminars were attended by, among others, Dennis Rumley, who on getting involved in the conversation, suggested the idea of a book and then followed through on its scope, structure, planning, and possible contributors. Looking back now, we owe a special debt of gratitude to Charles Eaton both for his enthusiasm and his ideas then, and for his continued support throughout the whole project. Since that time ?ve years ago, many people have boarded and have left the Arc. Indeed, the very project itself exhibited a degree of instability. At times, it even looked as though it might not stay a?oat. Thankfully, several early boarders remained ?rmly anchored. Other authors were co-opted later, some at relatively short notice, one or two of them under mild duress. We extend our heartfelt thanks to all of these contributors for remaining patient, enthusiastic, and keeping faith with the project. Naturally, a project like this, dealing with such a large and dynamic region, will always be out-of-date.

To the Islands offers a unique perspective on the evolution of economic, social and political interconnections between Australia and its island region spanning two centuries, from the early years of British colonization to the present day. The book advances the argument that globalizing processes are drawing Australia incrementally closer to modern day South East Asia and the wider Asia Pacific. While globalization is a term commonly associated with the twentieth century world, this study traces the history of Australia's regionalisation back to the nineteenth century; to the lived experiences of Australian travelers, tourists, prospectors, mining entrepreneurs in the Netherlands Indies, Malaya and Siam or Thailand as it is known today. To the Islands challenges the orthodox view that Australia's relations with its regional neighbors were insignificant before the outbreak of war in the Pacific in 1941. By the early 1900s, Java was a popular tourist destination for Australians while Malaya and Siam were emerging as major Australian foreign investment destinations. In placing economic and social interactions ahead of political and security concerns in the analysis of Australia's regional relations, the book highlights the role of non-state actors and people-to-people connections in shaping the contours of Australian diplomatic engagement with South East Asia and the South West Pacific. To the Islands is an essential book for advanced students and researchers of the history and politics of the Asia Pacific and Australia.

Refuge beyond Reach shows how rich democracies deliberately and systematically shut down most legal paths to safety. Media pundits, politicians, and the public are often skeptical or ambivalent about granting asylum. They fear that asylum-seekers will impose economic and cultural costs and pose security threats to nationals. Consequently, governments of rich, democratic countries attempt to limit who can approach their borders, which often leads to refugees breaking immigration laws. In Refuge beyond Reach, David Scott FitzGerald traces how rich democracies have deliberately and systematically shut down most legal paths to safety. Drawing on official government documents, information obtained via WikiLeaks, and interviews with asylum seekers, he finds that for ninety-nine percent of refugees, the only way to find safety in one of the prosperous democracies of the Global North is to reach its territory and then ask for asylum. FitzGerald shows how the US, Canada, Europe, and Australia comply with the letter of law while violating the spirit of those laws through a range of deterrence methods--first designed to keep out Jews fleeing the Nazis--that have now evolved into a pervasive global system of "remote control." While some of the most draconian remote control practices continue in secret, Fitzgerald identifies some pressure points and finds that a diffuse humanitarian obligation to help those in need is more difficult for governments to evade than the law alone. Refuge beyond Reach addresses one of the world's most pressing challenges--how to manage flows of refugees and other types of migrants--and helps to identify the conditions under which individuals can access the protection of their universal rights.
In 2018, Australia finds itself at the center of a geopolitical storm within the Indo-Pacific region. With the meteoric rise of China and the perceived decline of U.S. influence and power in East Asia, Australia is faced with some rather difficult and uncomfortable questions concerning its economic future and its national security. Historically, Australia has always had a major power as its key ally, especially in terms of its national security. In 1901, Australia became a self-governing nation. However, Great Britain continued to protect Australia from potential external enemies, because Australia remained an important and valued commonwealth nation within the British empire. However, at the beginning of the Pacific War during WWII, Australia reached out to America after the British colony Singapore collapsed in the face of the oncoming and powerful Japanese imperial military forces in February 1942. With the empire of Japan marching southward in the Pacific region, Australian prime minister John Curtin anxiously requested, in late-December 1941, that America come save the nation from being invaded by the Japanese imperial army and naval forces. Due to its own strategic needs against Japan, the U.S. agreed to send its military forces to Australia. Thus, began a geostrategic relationship that has lasted for seventy-five years. Hence, Australia has remained one of America's most reliable allies throughout the post-WWII era. But, at the end of the second decade of the 21st century, the geostrategic dynamics of the Indo-Pacific have changed dramatically. China's unprecedented rise to power— economically, militarily and diplomatically—has forced Australia to reevaluate its policies and position within the East Asian hemisphere. And, to further complicate Australia's current predicament, America itself is experiencing a major political upheaval with the stunning election of Donald Trump as its new president in 2016. Henceforth, Australia increasingly finds itself in uncharted waters—geopolitically. Australians are confronted with the irrefutable reality that they are living not only in the most pivotal region of the world, but one that is in the midst of an historic transformation. In essence, Australia finds itself at the center of a geostrategic storm.
This book explores new grounds that public diplomacy is entering today, as domestic publics come to the forefront of the policy – acting both as foreign policy constituencies and public diplomacy actors cooperating with their foreign counterparts. The author discusses the phenomena of public diplomacy’s domestic dimension described as government’s ability to engage its own society in foreign policy practices through information, cooperation and identity-defining. By analysing data from over 80 recorded interviews with Australian, Norwegian and American public diplomacy practitioners, this volume illustrates both successful and unsuccessful models of such cooperation. From Norwegian Peace Diplomacy, through Australia’s ambivalent engagement with Asia, to U.S. Government-sponsored exchange programs, the author argues that governments around the world are slowly accepting a paradigm shift in diplomatic practice from monological/dialogical to a more collaborative public diplomacy. This study builds on a report CSIS published in 2020 on ways the United States can partner with allies and partners to enhance democratic partnership in the Indo-Pacific region. This follow-on effort includes case studies on the democracy support efforts of Australia, Japan, India, Indonesia, South Korea, and Taiwan; comparisons of democracy support strategies; data on official development assistance (ODA) funding related to democracy broadly defined; and recommendations for ways the United States can coordinate democracy support initiatives in the region with like-minded partners as well as regional networks and institutions.
