The Commonwealth has strong, well-coordinated counter-terrorism (CT) arrangements. Overall, these have been quite successful, although the Martin Place siege and the stabbing of police in Melbourne raise questions. Despite improvements in CT capability, a terrorist attack is possible. All of the terrorism-related metrics are worsening: known numbers of foreign fighters, sympathisers and supporters, serious investigations. We are not 'winning' on any front. Every dollar must be spent wisely. We face a new paradigm that demands ever more careful prioritisation. National security agencies must come together seamlessly around shared priorities. A restructure or reshuffle of national security agencies is not the answer. But more must be done to strengthen cross-agency coordination and leadership. Whatever we do, there is no short-term solution to our evolving terrorist challenge. It is almost inevitable that we will have more terrorist attacks on Australian soil. Long term, we must put a greater effort into reducing, rather than managing, the pool of terrorists, their supporters and sympathisers.

This book offers a wide-ranging and critical examination of recent counter-radicalisation policies, using case studies from several countries. Counter-radicalisation policies, such as the UK ‘Prevent’ strategy, have been highly controversial and increasingly criticised since their introduction. In this edited volume, voices from disciplines including sociology, political science, criminology and International Relations are brought together to address issues across the global roll-out of counter-radicalisation agendas. In so doing, the book critically interrogates: (i) the connections between counter-radicalisation and other governmental programmes and priorities relating to integration and community cohesion; (ii) the questionable dependence of counter-radicalisation initiatives on discourses and assumptions about race, risk and vulnerability to extremism; and, (iii) the limitations of existing counter-radicalisation machineries for addressing relatively new types of extremism including amongst ‘right-wing’ activists. Through examining these questions, the book draws on a range of contemporary case studies spanning from counter-radicalisation in the UK, Germany and Denmark, through to detailed analyses of specific preventative initiatives in Australia and the United States. Conceptually, the chapters engage with a range of critical approaches, including discourse theory, autoethnography and governmentality. Over ten years after Australia’s first national laws were enacted to combat the threat of terrorism, yet more anti-terrorism laws were passed in the Australian Parliament in late 2014. The first laws were often introduced in great haste and were stunning in scope and number. The latest laws are similarly extensive and controversial. Yet again, powers and sanctions once thought to lie outside the rules of a liberal democracy except during wartime have become part of Australian law. The purpose of this book is to honour the influential and wide-ranging work of Professor Clive Walker. It explores Professor Walker's influence from three perspectives. Firstly, it provides a historical reflection upon the development of the law and policy in relation to counter-terrorism and miscarriages of justice since the 1970s. This historical perspective, which is often overlooked, is particularly timely 17 years after 9/11 as trends become clearer and historical perspective even more valuable. So too with miscarriages of justice: while there was considerable public and political scrutiny following high-profile miscarriages such as the Birmingham Six, Guildford Four, and others, in the early 1990s, today there is much less scrutiny, despite significant concern relating to issues such as legal aid and access to justice increasing the potential (if not likelihood) for miscarriages to occur. By including a critical historical perspective, this book enables us to learn lessons from the past and to minimise contemporary risks of miscarriages of justice. Secondly, this book provides a critical analysis of the law and policy as it stands today, and its future trajectory. Applying Walker's theoretical and analytical contributions to the field, the authors focus on pressing contemporary concerns, identifying lacunae where relevant, as well as the possible, probable and preferable future trends. Finally, the book celebrates and recognises the significant contributions by Walker, with each chapter built around one or more of Walker's key works.
The Prevent strategy, launched in 2007 seeks to stop people becoming terrorists or supporting terrorism both in the UK and overseas. It is the preventative strand of the government's counter-terrorism strategy, CONTEST. Over the past few years Prevent has not been fully effective and it needs to change. This review evaluates work to date and sets out how Prevent will be implemented in the future. Specifically Prevent will aim to: respond to the ideological challenge of terrorism and the threat we face from those who promote it; prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and work with sectors and institutions where there are risks of radicalization which need to be addressed
The Mumbai blasts of 1993, the attack on the Indian Parliament in 2001, Mumbai 26/11—cross-border terrorism has continued unabated. What can India do to motivate Pakistan to do more to prevent such attacks?
