This book challenges the common perceptions of Australian dependence upon great-power allies in the conduct of its foreign relations through a critical examination of Australia's relations with the People's Republic of China. The author focuses on the economic and political dimensions of the policy-making process from the founding of the PRC in 1949 to the present era, against an analytical framework that takes into account both internal and external factors in the formulation and implementation of Australian foreign policy. Informed by political science and international relations, the book differs from the conventional literature on Sino-Australian relations, which has either focused on pure economic analysis or concentrated on chronicling historical events. The author weaves theoretical insights from political science and international relations into the historical analysis while seeking to examine the interplay between political and economic factors over time in shaping policy outcomes. The book draws not only on primary and secondary sources but also on information and insights obtained from interviews with a vast array of direct participants in the policy process, including almost all the former ambassadors from both China and Australia, covering the entire period of the diplomatic relationship. As a result, the book breaks new ground, especially from the Hawke era onwards, revealing hitherto overlooked details of interest in the policy process.
The origins of this book go back 30 years to the stimulation and interest generated by the political geography seminars led by John House at the University of Newcastle-Upon-Tyne. I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976. Three individuals deserve special mention for their help, guidance and enduring friendship - George Ohshima, Hiroshi Tanabe and Akihiro Kinda.

While the book is very much policy driven, it is also firmly based on an appreciation of the distinctiveness of Australia and Canada. Cooper argues that the contemporary expression of duality in diplomatic approach can only be fully understood when set against the divergent historical experiences of the two countries. Not only has the structural, situational, and psychological location of Australia and Canada set them apart throughout the postwar period, but their pattern of political development has differed appreciably.
