Asylum seekers are not welcome in Europe. But why is that the case? For many scholars, the policies have become more restrictive over recent decades because the asylum seekers have changed. This change is often said to be about numbers, methods of travel, and reasons for flight. In short: we are in an age of hypermobility and states cannot cope with such volumes of ‘others’. This book presents an alternative view, drawing on theoretical insights from Third World Approaches to International Law, post- and decolonial studies, and presenting new research on the context of the British Empire. The text highlights the fact that since the early 1990s, for the first time, the majority of asylum seekers originate from countries outside of Europe, countries which until 30-60 years ago were under colonial rule. Policies which address asylum seekers must, the book argues, be understood not only as part of a global hypermobile present, but within the context of colonial histories.
Impoverishment and Asylum argues that a shift has taken place in recent decades towards construing asylum as primarily a political and/or humanitarian phenomenon, to construing it as primarily an economic phenomenon, and that this shift has had led to the purposeful impoverishment, by the state, of people seeking asylum in the UK. This shift has far-reaching consequences for people seeking asylum, who have been systematically impoverished as part of the effort to strip out any possibility of an economic pull factor leading to more arrivals, but also for those administering their support system, and for civil society organisations and groups who seek to ameliorate the worst effects of the resulting asylum regimes. This book argues that within this context asylum support policies in the UK which are meant to help and protect, in fact do serious harm to their recipients. It argues that the shift from construing asylum seekers as economically, rather than politically, motivated migrants across the West, is part of a much broader set of historical and philosophical worldviews than has previously been articulated. The book offers a rigorously researched and richly theorised analysis drawing on postcolonial and decolonial perspectives in making sense of the purposeful impoverishment by the state of a particular group of people, and why this continues to be tolerated in the fourth richest country in the world.
This history of the nation’s first orphanage for African American children, founded in New York City nearly two centuries ago. This book uncovers the history of the Colored Orphan Asylum, founded in 1836. Through three wars, two major financial panics, a devastating fire during the 1863 Draft Riots, several epidemics, waves of racial prejudice, and severely strained budgets, it cared for orphaned, neglected, and delinquent children, eventually receiving financial support from such renowned New York families as the Jays, Murrays, Roosevelts, Macys, and Astors. While the white female managers and their male advisers were dedicated to uplifting these children, the evangelical, mainly Quaker founding managers also exhibited the extreme paternalistic views endemic at the time, accepting advice or support from the African American community only grudgingly. It was frank criticism in 1913 from W.E.B. Du Bois that highlighted the conflict between the orphanage and the community it served, and it wasn’t until 1939 that it hired the first black trustee. More than 15,000 children were raised in the orphanage, and throughout its history letters and visits have revealed that hundreds if not thousands of “old boys and girls” looked back with admiration and respect at the home that nurtured them throughout their formative years. Weaving together African American history with a unique history of New York City, this is not only a painstaking study of a previously unsung institution but a unique window onto complex racial dynamics during a period when many failed to recognize equality among all citizens as a worthy purpose. This book draws together empirical contributions which focus on conceptualising the lived realities of time and temporality in migrant lives and journeys. This book uncovers the ways in which human existence is often overshadowed by legislative interpretations of legal and illegalised. It unearths the consequences of uncertainty and unknowing for people whose futures often lay in the hands of states, smugglers, traffickers and employers that pay little attention to the significance of individuals’ time and thus, by default, their very human existence. Overall, the collection draws perspectives from several disciplines and locations to advance knowledge on how temporal exclusion relates to social and personal processes of exclusion. It begins by conceptualising what we understand by ‘time’ and looks at how temporality and lived realities of time combine for people during and after processes of migration. As the book develops, focus is trained on temporality and survival during encampment, border transgression, everyday borders and hostility, detention, deportation and the temporal impacts of border deaths. This book both conceptualises and realises the lived experiences of time with regard to those who are afforded minimal autonomy over their own time: people living in and between borders.
"Voluntary and involuntary human mobility in the form of migration is a natural human phenomenon which has been a central feature from the ancient times into the modern times. While the boundaries between voluntary and involuntary migrants are blurred, voluntary migrants in the context of this book refer to those who migrate out of their own free choice based on socioeconomic considerations while involuntary migrants are forced to leave their country out of fear of persecution or insecurity caused by political violence or civil and military strife. In this book, the terms, 'newcomer', 'foreign born' and 'migrant' and 'immigrant' are used interchangeably and refer to those who were born in another country and later emigrated to another country as permanent residents (later becoming citizens), asylum seekers and refugees. Migration is an increasing challenge faced by countries, institutions and individuals in both sending and receiving countries. In countries where there is a large inflow of immigrants, migration has created a multiple-origin, transnationally connected, socio-economically differentiated and legally stratified demographic landscape which lends itself to a description of superdiverse societies (Jensen & Gidley, 2014; Vertovec, 2007). Most industrialized countries - mostly in the Global North - are experiencing low birth rates and are dependent on immigrants to satisfy their job market and population growth while less developed nations - mostly in the Global South - are experiencing low economic growth, inadequate socioeconomic opportunities.
