This report thus presents the results of a study to determine access to water sources by pastoral communities and their livestock in Isiolo District of Kenya, with special focus on water availability during drought conditions. The study was conducted between 2002 and 2003. It utilized GIS tools and information gathered through rapid assessments involving researchers, government officers, local communities and NGOs. Isiolo is an ASAL district in Eastern Province of Kenya, where pastoral livestock systems form the main economic activity, but water scarcity and recurrent drought are major constraints. From the study, GIS thematic maps were developed to include rainfall distribution, land use-cover, drainage systems, hydrogeology and grazing potential as well as types and location of water sources, their operational status and major characteristics.
This book focuses on policies and governance on how to build the resilience of cities to droughts and floods in the short-, medium-, and long-term. There are discussions on how cities prepare for, cope with, learn from, manage, and recover from these extreme events. The chapters also consider aspects such as changing paradigms, policy responses under uncertainty, scenario development, institutional responses, adaptive forecasting, governance perspectives, infrastructure development, overall investments, and technological innovation. The Sustainable Development Goals (SDGs) and the Sendai Framework for Disaster Risk Reduction are discussed at length. Most of the cities and regions studied are in Asia, however, cities from Oceania, Europe, Africa, and North America are also included. Analyses are not limited to cities but to the basins and regions from which urban populations obtain their resources, and on which their resilience depends. Focusing on mixed crop-livestock farming systems of sub-Saharan Africa, this review brings together the available knowledge in the various components of the livestock and water sectors. Through an analysis of livestock-water interactions, promising strategies and interventions to improve Livestock Water Productivity are proposed. In the biophysical domain, the numerous interventions relate to feed, water and animal management. These are interlinked with interventions in the socio-political-economic domain. The paper identifies critical research and development gaps in terms of methodologies for quantifying water productivity and integrating different scales, and also in terms of institutions and policies.
Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.

The ‘WISE-UP to climate’ project aims to demonstrate the value of natural infrastructure as a ‘nature-based solution’ for climate change adaptation and sustainable development. Within the Tana River Basin, both natural and built infrastructure provide livelihood benefits for people. Understanding the interrelationships between the two types of infrastructure is a prerequisite for sustainable water resources development and management. This is particularly true as pressures on water resources intensify and the impacts of climate change increase. This report provides an overview of the biophysical characteristics, ecosystem services and links to livelihoods within the basin.
Once again, the Horn of Africa has been in the headlines. And once again the news has been bad: drought, famine, conflict, hunger, suffering and death. The finger of blame has been pointed in numerous directions: to the changing climate, to environmental degradation, to overpopulation, to geopolitics and conflict, to aid agency failures, and more. But it is not all disaster and catastrophe. Many successful development efforts at ‘the margins’ often remain hidden, informal, sometimes illegal; and rarely in line with standard development prescriptions. If we shift our gaze from the capital cities to the regional centres and their hinterlands, then a very different perspective emerges. These are the places where pastoralists live. They have for centuries struggled with drought, conflict and famine. They are resourceful, entrepreneurial and innovative peoples. Yet they have been ignored and marginalised by the states that control their territory and the development agencies who are supposed to help them. This book argues that, while we should not ignore the profound difficulties of creating secure livelihoods in the Greater Horn of Africa, there is much to be learned from development successes, large and small. This book will be of great interest to students and scholars with an interest in development studies and human geography, with a particular emphasis on Africa. It will also appeal to development policy-makers and practitioners.
