This book presents a comprehensive debate and analysis of existing Territorial Impact Assessment (TIA) methodologies, designed under the auspices of the ESPON programme since the mid-2000s. This is intended to serve as a TIA handbook for the reader, to better understand the main differences, advantages and shortcomings of each presented TIA methodology. It also serves as a manual for professors and students in the field of policy evaluation, and territorial analysis, as it presents concrete examples of the implementation of each TIA methodology, their formulas and intrinsic evaluation elements. The purpose of policy evaluation methodologies is to check the main effects of private and public investments, in order to report back to policymakers and citizens on their efficiency and effectiveness. Over the past decades, both in Europe and worldwide, there has been an increasingly awareness of the need to implement/reinforce policy evaluation practices, at all territorial levels. At the same time, it has become widely accepted that many policy interventions produce impacts in more than one dimensions of territorial development. In this context, the use of a holistic and territorial approach for policy impact assessment evaluation has rapidly been adopted by the European Commission as a mainstream policy evaluation procedure.
The focus on results in development agencies has led to increased focus on impact evaluation to demonstrate the effectiveness of development programmes. This book illustrates the broad range of methods available for counterfactual analysis of infrastructure programmes such as establishment, rehabilitation and maintenance of roads, water supply and electrical power plants and grids. Understanding the impact of interventions requires understanding of the context in which the intervention takes place and the channels through which it is expected to occur. For infrastructure interventions it is particularly important to identify the links between the input and the outcomes and impacts because the well-being of people, the ultimate impact, does not change directly as a consequence of the intervention. Therefore impact evaluation of infrastructure programmes typically requires mixing both quantitative and qualitative approaches as illustrated in many of the contribution to this edited volume. A growing number of countries are engaged in preparing and implementing maritime spatial plans: however, questions are emerging from the growing body of MSP experience. How can maritime spatial planning deal with a complex and dynamic environment such as the sea? How can MSP be embedded in multiple levels of governance across regional and national borders – and how far does the environment benefit from this new approach? This open access book is the first comprehensive overview of maritime spatial planning. Situated at the intersection between theory and practice, the volume draws together several strands of interdisciplinary research, reflecting on the history of MSP as well as examining current practice and looking towards the future. Kira Gee is Research Associate at the Centre for Materials and Coastal Research (Helmholtz-Zentrum Geesthacht), Germany. She has been involved in MSP research and practice for over 20 years, and has participated in numerous national and transnational European MSP projects.
Bringing together a diverse team of leading scholars and professionals, this book offers a variety of insights into ongoing gender mainstreaming policies in Europe with a focus on urban/spatial planning. Gender mainstreaming was first legislated for in the European Union with the Treaty of Amsterdam in 1999 and, although many interesting developments have occurred throughout the decade that followed, there is still much to do in terms of policy, knowledge production, dissemination and education. This work contributes to all three objectives, by advancing the state of knowledge, as well as providing educational and professional tools in the field of gender sensitive planning in Europe. The volume begins by explaining the concept of gender mainstreaming in relation to its origins in the 'second wave' of the women's movement and critiques of planning, architecture, transport planning and other built environment disciplines. It then provides a brief history of how gender mainstreaming was incorporated into European law, before focussing on the theoretical issues and questions that surround the concept of gender mainstreaming as they relate to urban space and the planning of cities and regions, including a discussion of the persistence of inequalities between the sexes in their access to urban space and services. In particular, the division between waged and unwaged work and its impact on the social construction of gender and of the physical built environment is considered. The differences between definitions of feminism and their implications for action in planning and design are also explored, paying regard to the tensions between a feminist vision of a transformation of gender relations and the requirements of gender mainstreaming to accommodate the different needs of women and men in their everyday lives in urban space. Throughout the book, key issues recur, such as the importance of time and space in the experience of urbanism, resistances to change on the part of institutions and social structures, and the importance of networks. Education and training also appear as common themes, as do citizen participation and the structures of governance. The chapters are organised into four sections: concepts, structures, empowerment and spatial quality. Contributors demonstrate a variety of approaches to the intersections of gender, women, cities, and planning, dealing with substantive and procedural issues in planning, at both local and regional scales. They stress the links between environmental sustainability and gender-sensitive urban development. The book concludes by putting forward an outlook for future action.

Perspectives in Life Cycle Impact Assessment: A Structured Approach to Combine Models of the Technosphere, Ecosphere, and Valuesphere presents a proposal for a second generation framework and method for Life Cycle Impact Assessment. Many of the suggested elements are either based on other tools for environmental analysis, e.g. risk assessment, or fit in well with tools and concepts such as industrial ecology, technology assessment, or environmental impact assessment. The research presented in this book goes beyond the scope of presently used methods for Life Cycle Assessment and may stimulate new developments in a variety of areas.
This paper provides a quantitative impact assessment of the community-based integrated natural resources management project (CBINReMP) in the Lake Tana region in Ethiopia during 2011-2019. By promoting greater community participation, the CBINReMP provided support to watershed communities for the restoration of degraded soils and water sources, rehabilitation of forests, as well as in obtaining access to secure land titles and practices for climate change adaptation. The project further provided support towards diversification of incomes in off-farm activities and incentives for women’s empowerment and youth employment. This way the project aimed to support rural livelihoods through improvements in household incomes, dietary diversity, agricultural productivity, and resilience to climatic shocks, among other livelihood objectives. To assess the project’s impacts, the study had to deal with numerous methodological complications owing to as the project’s nature and design. The lack of a proper baseline survey, incomplete information about targeted watershed communities and often lack of clear distinction lines between the project’s interventions and support provided to communities through other mechanisms made it hard to identify the true impact of the CBINReMP. Four additional challenges had to be faced: possible selection biases because of non-random placement (targeting) of the project; self-selection of beneficiaries into receiving the project; possible spatial spill-over effects of project benefits to non-treatment communities, and the project’s phased rollout. A propensity-score matching procedure was adopted to assess the CBINReMP’s impacts by comparing treatment (beneficiary) and control groups outcomes related to the livelihood indicators listed above. This paper discusses how the mentioned complications were addressed to provide a sound assessments of the project’s true impacts. While certain limitations remain, the key finding that can be drawn with confidence is that the CBINReMP had only very limited, quantitatively verifiable impact on rural livelihoods. It seems to have contributed to higher household incomes and some greater dietary diversity, but only where the project managed greater community participation. However, even for those beneficiaries, livelihood conditions had not become significantly more productive, diversified, resilient, or sustainable than those of the comparison group. The paper ends with recommendations on how to avoid methodological obstacles through better design of the M&E framework for multi-intervention, community-based projects.
The availability and distribution of water resources in catchments are influenced by various natural and anthropogenic factors. Human-induced environmental changes are key factors controlling the hydrological flows of semi-arid catchments. Land degradation, water scarcity and inefficient utilization of available water resources continue to be important constraints for socio-economic development in the headwater catchments of the Nile river basin in particular over the Ethiopian Catchments. This research investigates the impact of landscape anthropogenic changes on the hydrological processes in the Upper Tekeze basin (A tributary of the Nile). The hydrology of the basin is investigated through analysis of hydro-climatic data, remote sensing techniques, new field measurements and parsimonious hydrological models. The empirical evidence provided in this book confirms that human-induced environmental changes can significantly change the hydrology of catchments, both in negative (degradation) and in positive (restoration) ways. This book also shows that rainfall-runoff relationships in semi-arid catchments are non-uniform and hence the application of hydrological models in such catchments need special attention. Moreover, parsimonious dynamic hydrological model improves our understanding of the hydrological response to dynamic environmental changes.
