This study reviews the development effectiveness of operations of the Asian Development Fund (ADF) approved during ADF VIII and ADF IX (2001-2008) and reports on progress in the first 2 years of implementing ADF X (2009-2010). It identifies key issues, and offers recommendations for strengthening ADF operations in ADB's developing member countries.
The Asian Development Bank Sustainability Report has been produced biennially since 2007. It enables stakeholders to understand and assess ADB’s sustainability performance in its project investments, technical assistance, knowledge services, and corporate footprint. The publication consists of two parts. Part I: Highlights presents the major economic, social, and environmental impacts of ADB’s operations and headquarters for 2018 and 2019. Part II: The Global Reporting Initiative Content Index provides detailed information and data on the integration of sustainability in ADB’s operations, facilities, and organizational activities against the reporting standards of the Global Reporting Initiative.
There can be little doubt that a group of prominent and influential organizations lie at the heart of international economic law (IEL). These include the Bretton Woods institutions, regional development banks and economic organizations, and various specialized global institutions primarily active in norm generation. This volume possesses the unique distinction of presenting the perspectives – both institutional and personal – of legal counsels in some key international economic organizations regarding their work and the role of law within the framework of their organizations, with particular attention to the conditions within which they can optimally contribute to the development of IEL. This last consideration is emphasized in three ‘external’ academic perspectives that focus mainly on what the role of counsels in international economic organizations ought to be. Each first-hand perspective focuses on counsel’s involvement in such aspects of IEL as the following: providing internal advice on the law of the organization; assisting members with respect to domestic institutions and law in the economic sphere; to what extent (if any) legal counsels are normally involved in policy making for issues that are not strictly of a legal nature; intellectual contributions both to the development of international law and the dissemination and exchange of legal knowledge among various stakeholders; ethical challenges and response to possible conflicts of interests; generation of soft law economic instruments; legal issues on replenishment of resources for development funding; setting of internationally recognized standards or best practices for commercial and financial legislation; informal networks of lawyers and lawyer functions which cut across institutional and territorial boundaries; and negotiation and management of free trade agreements from a legal perspective.
The new sustainable development agenda is expected to touch every country, person, and activity. Therefore, shouldn't every dollar count toward achieving it? Asia and the Pacific, home to more than half of humanity, has the money to improve the lives of all its people, and protect the planet in fair and durable ways. However, funds are in many hands, invested elsewhere, or used for various purposes. It is time to move beyond this fragmentation and align finance behind sustainable development, recognizing that while capital will be key, so will the capacity to apply and attract it effectively. This report explores some of the ways forward. It highlights not just the need to inject more money into investments that contribute to sustainable development, but also the need to attract funds toward them---to finance human needs, infrastructure, and cross-border public goods. The report spans public and private options, in their distinct roles and in combination. An eight-point agenda suggests how key constituents can do their parts. Working together, they can make money work for development where benefits are not only more equitably shared, but will last for generations to come.
The Public-Private Partnership Operational Plan 2012-2020 provides a consistent analytical and operational framework for scaling up public-private partnerships (PPPs) in support of Strategy 2020. The PPP operations of the Asian Development Bank (ADB) are based on four pillars: (i) advocacy and capacity development, (ii) enabling environment, (iii) project development, and (iv) project financing. Applying PPP principles holistically to ADB operations holds the potential to vastly improve the quality of design and outputs of PPP projects in support of Strategy 2020 targets. It also provides ADB with an opportunity to significantly leverage its limited resources in attracting private sector investments and commercial financing to meet the Asia and Pacific region's huge and growing infrastructure investment needs.
