Asia is headed toward an uncertain and potentially volatile future in the maritime arena. The two rising Asian powers, China and India, dependent as they are on seaborne commerce for their economic well-being, have clearly set their eyes on the high seas. Yoshihara and Holmes offer a stark warning that many strategists in Beijing and New Delhi appear spellbound by the more militant visions of sea power. Indeed, both powers appear poised to develop the capacity to control the sea lanes through which the bulk of their commerce flows. If they enter the nautical environment with such a martial mindset, Asia could very well fall victim to regional rivalries that give rise to a vicious cycle of competition. Yoshihara and Holmes provide the first examination of the simultaneous rise of two naval powers and the potential impact that such an oceanic reconfiguration of power in Asia could have on long-term regional stability. Their study analyzes the maritime interests and strategies of the littoral states in Asia as they prepare for the expected reordering of nautical affairs. This book examines how international order at sea is challenged, changed and maintained. The book surveys challenges to the international order at sea in the Asia-Pacific, the Indian Ocean Region, the Atlantic Ocean and the Arctic Ocean. It explores the interaction between and cooperation among leading, emerging and smaller naval powers, both naval and coastguard responses, required for the maintenance of good order at sea. Six broad and interlinked issues are identified that will influence the future international order at sea: the balance between the maritime and the continental domains; the balance between great power rivalry and cooperation; the contest between access and denial; the operational balance between preparing; building and training for warfighting as opposed to operations other than war; how to manage ‘disorder’ security challenges that very often transcends territorial waters and national boundaries, and finally, the balance between safeguarding national interests and contributing to collective efforts preserving the international order at sea.
Where the implications of war and peace are open to question, the possibility of change depends more on politics than economics. This book asks whether the region's great powers can overcome opposing interests and commit to political restraint. The concept of regional security is based on great power support for regional order. However, there are many pitfalls to consider: notably, the politics of contested nationalisms; the Asia-Pacific rivalry of China and the US; and India's inclinations to function - or be seen - as a benevolent hegemon for the region. Yet there are signs of renewed determination to move the region in new directions. European-East Asian Borders is an international, trans-disciplinary volume that breaks new ground in the study of borders and bordering practices in global politics. It explores the insights and limitations of border theory developed primarily in the European context to a range of historical and contemporary border-related issues and phenomena in East Asia. The essays presented here question, rather than assume, the various borders between inclusion/exclusion, here/there, us/them, that condition the (im)possibility of translating between histories, cultures and identities. Contributors suggest that the act of translation offers new ways of thinking about how border logics operate, taking on the concept of translation itself as border problematic and therefore raising questions of power and authority, such as who gets to act as a translator, or who benefits from the outcome.
