This book is a rich addition to the existing knowledge on models of development partnership among developing countries. Unlike the Belt and Road Initiative (BRI), which exclusively focuses on physical infrastructure development with a strong financing component by China, the Asia–Africa Growth Corridor (AAGC) envisages a holistic approach toward development partnership based on the spirit of triangular cooperation, demystifying the donor-recipient model of development cooperation. By integrating four distinct pillars of cooperation – connectivity and physical infrastructure, capacity building and skill development, development cooperation projects, and people-to-people and business-to-business partnerships – the book provides a succinct account of how a demand-driven people-centric model of engagement among Asian and African countries could help achieve inclusive and sustainable development without creating any fatal dependence on specific countries or institutions for external funding. This book analyses the competing power politics that exists between the three major Asian powers - China, India and Japan - on infrastructural development across the Indo-Pacific. It examines the competing policies and perspectives of these Asian powers on infrastructure developmental initiatives and explores the commonalities and contradictions between them that shape their ideas and interests. In brief, the volume looks into the strategic contention that exists between China`s "Belt and Road Initiative" (BRI; earlier officially known as "One Belt, One Road" - OBOR) and Japan`s "Expanded Partnership for Quality Infrastructure" (PQI) and initiatives like the Asia-Africa Growth Corridor (AAGC) that position India`s geostrategic and geo-economic interests in between these two competing powers and their mammoth infrastructural initiatives.
Sustainable infrastructure development is vital for Africa s prosperity. And now is the time to begin the transformation. This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.

The Belt and Road Initiative (BRI) is emerging as a vital lynch-pin in China's efforts to establish a maritime and continental zone of influence in the Indo-Pacific region. The Belt and Road Initiative and the Future of Regional Order in the Indo-Pacific interrogates to what extent BRI represents an achievable vision of a China-centric order in Asia and explores its major security implications for the region. Global geopolitics has shifted dramatically over the last thirty years. After the vanishing expectations of a unipolar international system led by the United States, China has gained an increasingly dominant role in areas as innovative as quantum computing, robotics and artificial intelligence. In the non-digital dimension, the eastern superpower has made gigantic investments in its Belt and Road Initiative, which include the development of a massive network of highways, industrial centers, harbors, pipelines and bridges, among many other works of infrastructure. These investments allow for the connection of more than 60 countries worldwide, guaranteeing China s energetic security, easier conditions for trading goods and services and, perhaps more importantly, a significant influence in the political and economic events of the world. States with political regimes as diverse as those of Russia and India are part of this growing network; in various cases, in exchange for the benefits associated wi th being part of it, major concessions were made. By way of illustration, Sri Lanka and Pakistan, among others, given their lack of capacity to pay for sorne of the works, have agreed to forfeit control of specific areas of their territories.
