The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

On the 8th of August 2017, ASEAN will celebrate the 50th anniversary of its founding. ASEAN is of great importance to Singapore, the region and the world.In 1967, the Association of Southeast Asian Nations, or ASEAN in short, was founded by five countries in Southeast Asia which had just gained independence from their former colonial masters, united by a determination for the region to live in peace and stability. Singapore was one of the five founding members of ASEAN, together with Indonesia, Malaysia, Philippines and Thailand. The grouping was joined later by Brunei (1984), Vietnam (1995), Laos and Myanmar (1997), and finally, Cambodia (1999). ASEAN is today a very successful inter-governmental organization which promotes peace, stability, economic development and regional integration.This volume brings together 46 essays written by Singaporeans who have played a part in the partnership between ASEAN and Singapore. The book examines ASEAN's mechanisms in managing challenges and threats to regional security. The book also examines the roles of relevant actors beyond the states of ASEAN and the key interactions that have evolved over time, which have been instrumental in moving regional mechanisms beyond the ASEAN way. The book argues that the ASEAN way has not been impervious to change. As the association finds its way through periods of crises and continues to confront the many challenges ahead, ASEAN and its mechanisms are already being transformed beyond the narrow confines of the modalities associated with the ASEAN way. A sequel to the first ASEAN Reader. Some of the classic readings from the original ASEAN reader have been incorporated into this new compilation, but the majority of the readings cover events of the past decade (1993-2003). During this decade ASEAN as an organization was revamped, and its membership increased from six to ten.
Asia is a crucial battleground for power and influence in the international system. It is also a theater of new experiments in regional cooperation that could redefine global order. Whose Ideas Matter? is the first book to explore the diffusion of ideas and norms in the international system from the perspective of local actors, with Asian regional institutions as its main focus. There's no Asian equivalent of the EU or of NATO. Why has Asia, and in particular Southeast Asia, avoided such multilateral institutions? Most accounts focus on U.S. interests and perceptions or intraregional rivalries to explain the design and effectiveness of regional institutions in Asia such as SEATO, ASEAN, and the ASEAN Regional Forum. Amitav Acharya instead foregrounds the ideas of Asian policymakers, including their response to the global norms of sovereignty and nonintervention. Asian regional institutions are shaped by contestations and compromises involving emerging global norms and the preexisting beliefs and practices of local actors. Acharya terms this perspective "constitutive localization" and argues that international politics is not all about Western ideas and norms forcing their way into non-Western societies while the latter remain passive recipients. Rather, ideas are conditioned and accepted by local agents who shape the diffusion of ideas and norms in the international system. Acharya sketches a normative trajectory of Asian regionalism that constitutes an important contribution to the global sovereignty regime and explains a remarkable continuity in the design and functions of Asian regional institutions.
For two decades, ASEAN has officially been striving for the establishment of a Zone of Peace, Freedom and Neutrality (ZOPFAN) in Southeast Asia. The concept is an original indigenous prescription for an ideal regional order managed by the Southeast Asian states themselves without external interference. However, the realization of this project is proving to be a rather difficult task that is still far from being completed. This paper examines the ZOPFAN proposal in terms of its origins and genesis, its conceptualization, and its prospects of being put into operation. Special consideration is given to the way the concept deals with the problems of zonal neutrality. The paper concludes that, against the background of recent developments in international and regional affairs, the gap between ZOPFAN in theory and ZOPFAN in reality is bound to remain for quite some time. Whether the gap between theory and reality will be narrowed increasingly depends on the Southeast Asian states.
