As the United States enters a new century, its army confronts the difficult problems associated with transformation in an uncertain world. Moreover, the strategic environment makes it entirely unclear where, or when, or for what strategic purposes U.S. ground forces will find themselves committed to battle in coming decades.1 Yet, both the strategic environment as well as the harsh lessons of the past have a direct bearing on why the Army has begun the processes of transformation.2 The study of the past cannot lead to prediction as to the nature and conduct of war in the 21st century, but it does underline that sometime in the future the Army will find itself committed to a major conflict. Moreover, the nature of the current strategic environment suggests the parameters within which the future Army will have to operate. Finally, history is crucial to understanding what factors and approaches might best prepare the Army to meet future threats.

The Army goes to great lengths to capture lessons learned and preserve these lessons for current practitioners and future generations. Though the Army is one of the most self-critical organizations found in American society, a well-deserved reputation has also been earned for failing to inculcate those lessons by transforming the institutional Army. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience. In Iraq, out of necessity while in contact with a dynamic enemy, the Army transformed on the battlefield with radical changes in doctrine, organization, training, and material, which significantly enabled battlefield success. As a result of the withdrawal of troops from Iraq at the end of 2011, this paper analyzes the success of the military's counterinsurgency strategy and nation-building efforts, examines the future of combat which the Army may face in order to recommend a suitable force posture, and makes recommendations for future competencies and capabilities utilizing the problem-solving construct of DOTMLPF in order to ensure future victories in this relevant component of the full spectrum of conflict.
While Rosie the Riveter had fewer paid employment options after being told to cede her job to returning World War II veterans, her sisters and daughters found new work opportunities in national defense. The 1948 Women's Armed Services Integration Act created permanent military positions for women with the promise of equal pay. Her Cold War follows the experiences of women in the military from the passage of the Act to the early 1980s. In the late 1940s, defense officials structured women's military roles on the basis of perceived gender differences. Classified as noncombatants, servicewomen filled roles that they might hold in civilian life, such as secretarial or medical support positions. Defense officials also prohibited pregnant women and mothers from remaining in the military and encouraged many women to leave upon marriage. Before civilian feminists took up similar issues in the 1970s, many servicewomen called for a broader definition of equality free of gender-based service restrictions. Tanya L. Roth shows us that the battles these servicewomen fought for equality paved the way for women in combat, a prerequisite for promotion to many leadership positions, and opened opportunities for other servicepeople, including those with disabilities, LGBT and gender nonconforming people, noncitizens, and more.
This study examines the course of the Army Transformation Strategy as it relates to changes in the global security environment and to Department of Defense (DOD) transformation strategy and policy. Since the 1980's, there has been much written on the Revolution in Military Affairs (RMA) and the nature of change related to the conduct of war. In large part, recent changes in warfare or RMA have been attributed to various technological developments. The security environment has changed dramatically since the collapse of the Soviet Union. Using a model borrowed from political science for examining social revolution, the transformation efforts of the Army over the past decade are explored. Changes in the political, social, economic and cultural environments have an impact on security matters. This study reviews the nature of the changes to these factors and their respective impact on the nature of war and the military transformation. Using this discussion of the changes to the global environment to set the context for the discussion, Army modernization and transformation programs are reviewed and evaluated against these changing conditions. Change and innovation are difficult within large bureaucracies. The Army emerged from the Viet Nam War determined to reinvent itself and restore its effectiveness as a military organization. These efforts led to the development of an informal model for instituting operational and structural change within the Army. The results of the Gulf War reaffirmed the effectiveness of this model in the minds of the collective Army leadership. Using a similar approach, the Army sought to implement change throughout the 1990's as a means to address shortfalls in capability and changes to the global security requirements. The impact of a restored interest in transformation by the Secretary of Defense and DOD agencies on Army efforts were and are significant. The study concludes by discussing shifts in the direction of Army transformation because of DOD involvement. In the final analysis, the Army appears to be headed in the right direction, but must complete further transformational initiatives to position itself as a relevant future member of the joint team.
Countering the aggression of Russian or Chinese "hegemonic" behavior will require a rapid, ready, and appropriate reaction along anticipated lines of operations to deter rather than accelerate crisis escalation, and to defend the status quo when challenged. By keeping the peace between the United States, Russia, and China, and by the logic of our theory of victory, we are all more likely to manage other lesser anticipated and unanticipated dangers ahead.
