Organized by SIPRI, the Nobel Symposium on A Future Arms Control Agenda considered how arms control contributes to a cooperative security system based on the peaceful resolution of disputes and the gradual demilitarization of international relations. This book documents the proceedings, including comprehensive discussions of new elements of the post-Cold War global security system and objectives and limitations of arms control within that evolving system. Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts.
Russo-American relations are generally acknowledged to be at an impasse. Arms control issues feature prominently in that conflicted agenda. Since the outbreak of the Russo-Georgian war in August 2008, both [Russia and the U.S.] have further hardened positions and raised tensions apart from the war itself and Russia's quite evident refusal to abide by its own cease-fire terms. Nevertheless, and for better or worse, arms control and its agenda will remain at the heart of the bilateral Russo-American relationship for a long time. Arms control and disarmament issues are quintessentially political as well as military issues that are among the most critical components of the bilateral relationship and regional security in both Europe and Asia. For these reasons, neither the political nor the military aspect can be divorced from the other. And for these same reasons, we cannot refuse to participate in the bilateral effort to resolve those issues.
This compilation of 10 articles by frequently published arms-control experts captures the story of a young Air Force's initial (and limited) impact on arms-control negotiations and outcomes. It documents a growing awareness by the service that it was better to help craft the US position than merely to be a passive recipient. This book also highlights the lesson the Air Force belatedly learned in the early days of arms control: that it has to plan and budget for treaty implementation as aggressively as it works to protect its equities during treaty negotiations. When a treaty goes into effect, the Air Force needs to be ready to execute its responsibilities to ensure complete and timely treaty compliance. Though the Air Force did not seize a prominent role in the early days of post-war arms control, it made up for it quickly and forcefully as it gained a fuller appreciation of what was at stake.
This overview aims to inform the public discussion of space-based weapons by examining their characteristics, potential attributes, limitations, legality, and utility. The authors do not argue for or against space weapons, nor do they estimate the potential costs and performance of specific programs, but instead sort through the realities and myths surrounding space weapons in order to ensure that debates and discussions are based on fact.
World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
With many scholars and analysts questioning the relevance of deterrence as a valid strategic concept, this volume moves beyond Cold War nuclear deterrence to show the many ways in which deterrence is applicable to contemporary security. It examines the possibility of applying deterrence theory and practice to space, to cyberspace, and against non-state actors. It also examines the role of nuclear deterrence in the twenty-first century and reaches surprising conclusions.
