The Standing Joint Task Force (SJTF) headquarters concept in the 2001 Quadrennial Defense Review (QDR) was an attempt to prepare for the future by establishing permanent SJTF headquarters to meet the demands of the strategic operational environment and to strengthen joint operations. The purpose of this research project is to determine if the SJTF headquarters concept is the first step in transforming U.S. Cold War organizations. The research approach focuses on the strategic-operational environment, joint doctrine, joint culture, and JTF lessons. The conclusions and recommendations focus on JTF headquarters efficiency, they do not focus on success or failure. The essence is to determine if the SJTF headquarters is more efficient than other JTF headquarters options. During crises, the geographic commander in chief (CINC) may decide to establish a JTF headquarters using one of three available options: form an ad hoc headquarters, augment a subordinate service component headquarters, or use an existing standing JTF headquarters. The SJTF headquarters has the best potential to be the CINC's most efficient JTF headquarters option. SJTF experiences (service interaction in joint-interagency-coalition environments) will forge joint culture over time in the form of new beliefs, traditions, and values. Jointness is synonymous with culture and culture is synonymous with experience. The SJTF headquarters offers the promise of positive experiences to reinforce change to achieve more efficient joint-interagency-coalition operations. The SJTF offers an opportunity to transform the way the U.S. Armed Forces employs the unique contributions of the individual services from distinct instruments playing simultaneously to a joint symphony. The SJTF is better suited than other JTF headquarters options to integrate the individual service capabilities to create synergism. Nonetheless, the joint symphony is just an intermediate objective in the effort to achieve national unified action.
This thesis examines the generalship, leadership, and operational art of General James N. Mattis, US Marine Corps by using Task Force 58 in Afghanistan as a formative base and then comparing elements of operational art to the conduct of the 1st Marine Division in Operation Iraqi Freedom, 2003. Mattis draws upon many historical influences that shape his operational design in both campaigns. He puts great effort and focus on ensuring that his commander's intent is understood by all his subordinates and uses a preference for a small staff in the planning and execution of his intent. This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.
Coercion is persuasion supported by the threat or use of force. Just as warfare is often "diplomacy carried out by other means," coercion--the threat of combat or the threat of an escalation in the intensity of combat--is a more subtle method of dispute that shades the spectrum between diplomacy and warfare. Understanding of coercive military strategy is a prerequisite to the successful making of either policy or war. In "Coercive Military Strategy, " Stephen J. Cimbala shows that coercive military strategy is a necessary part of any diplomatic-strategic recipe for success. Few wars are total wars, fought to annihilation, and military power is inherently political, employed for political purpose, in order to advance the public agenda of a state, so in any war there comes a time when a diplomatic resolution may be possible. To that end, coercive strategy should be flexible, for there are as many variations to it as there are variations in wars and warfare. Cimbala observes several cases of applying coercive strategy in the twentieth century: the U.S. strategy of limited war during the Cold War; the Cuban Missile Crisis, in which both the United States and the Soviet Union applied coercive strategy; Desert Storm, in which the Coalition Forces could practice coercion without restraint; and the Vietnam War, in which U.S. coercive strategy was ultimately a failure.
