Approaches to Disaster Management regards critical disaster management issues. Ten original research reports by international scholars centered on disaster management are organized into three general areas of hazards and disaster management. The first section includes discussions of perspectives on vulnerability and on evolving approaches to mitigation. The second section highlights approaches to improve data use and information management in several distinct applications intended to promote prediction and communication of hazard. The third section regards the management of crises and post-event recovery in the private sector, in the design of urban space and among the victims of disaster. This volume contributes both conceptual and practical commentary to the disaster management literature.
This book is a pioneering regional work and provides a balanced approach of theory and practice in disaster risk reduction (DRR) in Pakistan. The book analytically discusses the status of DRR and draws examples and lessons from national and community-level programs and projects and events in the country. The book covers different types of disasters facing Pakistan, including geo-physical and hydro-meteorological hazards. This work incorporates and draws some of the key lessons learned from the pre-disaster and disaster phases to the post-disaster phase, providing an effective framework in the form of those lessons. The rich content is based on a selection of available documents, a consultative workshop with academicians from different universities undertaking DRR higher education programs, and the editors’ own knowledge and experience in the field. Special emphasis is given to analyzing field experiences from academic perspectives, and pinpointing key issues and the policy relevance of DRR. Disaster Risk Reduction Approaches in Pakistan is organized into three sections with a total of 20 chapters. Section one provides the outline and basics of DRR strategies applied at the national level with supporting examples from a global review. Section two specifically highlights the wide ranges of hazards experienced in Pakistan and presents examples, policy options, institutional set-ups, risk reduction strategies, and key lessons learned. The third section of the book is given to approaches and issues of DRR practices with examples of disaster responses.
The main goal of this text is to introduce the systems approach to disasters management community as an alternative approach that can provide support for interdisciplinary activities involved in the management of disasters. The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on 'System analysis for emergency management optimization' could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. The other two programs are: LINPRO, a linear programming optimization tool; and COMPRO, for the implementation of the multi-objective analysis tool of compromise programming.

Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.
Social science research conducted since the late 1970's has contributed greatly to society's ability to mitigate and adapt to natural, technological, and willful disasters. However, as evidenced by Hurricane Katrina, the Indian Ocean tsunami, the September 11, 2001 terrorist attacks on the United States, and other recent events, hazards and disaster research and its application could be improved greatly. In particular, more studies should be pursued that compare how the characteristics of different types of events-including predictability, forewarning, magnitude, and duration of impact-affect societal vulnerability and response. This book includes more than thirty recommendations for the hazards and disaster community.
Climate change is increasingly of great concern to the world community. Recently, scientists have begun to shift their emphasis away from curbing carbon dioxide emission to adapting to carbon dioxide emission. The increase in natural disasters around the world is unprecedented in earth's history and these disasters are often associated to climate changes. Many nations along the coastal lines are threatened by massive floods and tsunamis. Earthquakes are increasing in intensity and erosion and droughts are problems in many parts of the developing countries. This book is therefore to investigate ways to prepare and effectively manage these disasters and possibly reduce their impacts. The focus is on mitigation strategies and policies that will help to reduce the impacts of natural disasters. The book takes an in-depth look at climate change and its association to socio-economic development and cultures especially in vulnerable communities; and investigates how communities can develop resilience to disasters. A balanced and a multiple perspective approach to manage the risks associated with natural disasters is offered by engaging authors from the entire globe to proffer solutions.
Information technology (IT) has the potential to play a critical role in managing natural and human-made disasters. Damage to communications infrastructure, along with other communications problems exacerbated the difficulties in carrying out response and recovery efforts following Hurricane Katrina. To assist government planning in this area, the Congress, in the E-government Act of 2002, directed the Federal Emergency Management Agency (FEMA) to request the NRC to conduct a study on the application of IT to disaster management. This report characterizes disaster management providing a framework for considering the range and nature of information and communication needs; presents a vision of the potential for IT to improve disaster management; provides an analysis of structural, organizational, and other non-technical barriers to the acquisition, adoption, and effective use of IT in disaster; and offers an outline of a research program aimed at strengthening IT-enabled capabilities for disaster management.
