These schedules are furnished to the Congress in accordance with the provisions of section 204 of the Budget and Accounting Act, 1921 (31 U. S. O. Departmental (central office) and field employment are shown in separate sections of each schedule. Within each such section, positions of a permanent or indefinite dura tion are distinguished from other employment. Any posi tion is counted if it is occupied or will be occupied at any time during the year. Therefore, the number of posi tions shown may exceed the maximum number of positions at any one time, and nearly always exceeds the maximum number of employees at any one time, due to delays in filling vacancies, leave without pay, and similar factors. They include positions which may e filled by persons with temporary appoint ments, if the positions themselves are of a continu ing nature. The number of positions is nearly always larger than the number of employees at any one time, due to delays in filling vacancies. The sum of these entries for the departmental and field sections of the schedule equals the total number of permanent positions shown at the top of the object schedule.
