In 2019, the Tripartite Joint Secretariat (FAO, OIE, and WHO) launched the AMR Multi-Partner Trust Fund (MPTF) to scale up action in low- and lower-middle-income countries to address antimicrobial resistance (AMR) as well as set up joint, global-level activities. In 2020, the Tripartite put in place the necessary frameworks, tools, and standards to select countries and develop global programmes that will be supported by the MPTF. The following report will provide an overview of the country and global projects, their current implementation status, the fund’s financial resources as well as the next steps.

Avoiding infection has always been expensive. Some human populations escaped tropical infections by migrating into cold climates but then had to procure fuel, warm clothing, durable housing, and crops from a short growing season. Waterborne infections were averted by owning your own well or supporting a community reservoir. Everyone got vaccines in rich countries, while people in others got them later if at all. Antimicrobial agents seemed at first to be an exception. They did not need to be delivered through a cold chain and to everyone, as vaccines did. They had to be given only to infected patients and often then as relatively cheap injectables or pills off a shelf for only a few days to get astonishing cures. Antimicrobials not only were better than most other innovations but also reached more of the world’s people sooner. The problem appeared later. After each new antimicrobial became widely used, genes expressing resistance to it began to emerge and spread through bacterial populations. Patients infected with bacteria expressing such resistance genes then failed treatment and remained infected or died. Growing resistance to antimicrobial agents began to take away more and more of the cures that the agents had brought.
This report has been compiled by the World Commission on the Social Dimensions of Globalization, an independent body established by the International Labour Organization (ILO) in 2002, and whose membership includes international politicians and government advisers from developed and developing countries, academics and representatives of business and multinational corporations, trade unions and civil society organisations. The report explores the social dimensions of globalisation and the need to build a fair and inclusive global economic system, and argues that the dominant perspective on globalisation must shift from a narrow focus on markets to encompass a broader recognition of the needs of people in the communities in which they live. Issues highlighted and recommendations made in the report include: better governance and accountability at both national and international levels to foster productive and equitable markets; empowerment of local communities, including gender equality; sustainable development based on the interdependent pillars of economic, social and environmental development; fairer rules for international trade, investment and finance; measures to overcome inequality and raise capacity to meet the Millennium Development Goals (MDGs); and a stronger multilateral framework based on an effective United Nations.
How are public health services in Europe organized and financed? With European health systems facing a plethora of challenges that can be addressed through public health interventions there is renewed interest in strengthening public health services. Yet there are enormous gaps in our knowledge. How many people work in public health? How much money is spent on public health? What does it actually achieve? None of these questions can be answered easily. This volume brings together current knowledge on the organization and financing of public health services in Europe. It is based on country reports on the organization and financing of public health services in nine European countries and an in-depth analysis of the involvement of public health services in addressing three contemporary public health challenges (alcohol obesity and antimicrobial resistance). The focus is on four core dimensions of public health services: organization financing the public health workforce and quality assurance. The questions the volume seeks to answer are: o How are public health services in Europe organized? Are there good practices that can be emulated? What policy options are available? o How much is spent on public health services? Where do resources come from? And what was the impact of the economic crisis? o What do we know about the public health workforce? How can it be strengthened? o How is the quality of public health services being assured? What should quality assurance systems for public health services look like? This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications: Organization and financing of public health services in Europe: country reports and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance.
The Expert Committee on Specifications for Pharmaceutical Preparations works towards clear, independent and practical standards and guidelines for the quality assurance of medicines and provision of global regulatory tools. The Expert Committee develops standards through worldwide consultation and an international consensus-building process. The following new guidance texts were adopted and recommended for use: WHO good manufacturing practices for excipients used in pharmaceutical products (revision); IAEA/WHO good manufacturing practices for in-house cold kits for radiopharmaceutical preparations (new); WHO good practices for pharmaceutical quality control laboratories (revision); WHO/UNFPA female condom generic specification (new); WHO Biowaiver List: proposal to waive in vivo bioequivalence requirements for WHO Model List of Essential Medicines immediate-release (updated), solid oral dosage forms; WHO guideline on Biopharmaceutics Classification System-based biowaivers (revision); and Multisource (generic) pharmaceutical products: guidelines on registration requirements to establish interchangeability (republished). All of the above are included in this report and recommended for implementation.
