By bringing together contributions from several disciplines, this book promotes a comparative perspective and a collaborative approach to disasters in Southeast Asia. Hazards affect all aspects of human life, having impacts on the environmental, social, economic, political and biological systems. In order to better understand the effects produced by these disastrous events – including the mechanisms of resilience – it is necessary to understand in depth the issues involved. They are embedded in multiple dimensions – affective, psychosocial, cultural, architectural... Disasters pose the challenge of questioning the consequences and determining factors that contribute to their occurrence, but also to their experience. Through the multiple perspectives it offers, this book aims to lead to a better problematisation of the notions of risk, resilience and adaptation. Olivier Servais (PhD, 2003) is a historian and anthropologist. He is full professor at the University of Louvain in Belgium. He teaches the anthropology of symbolic systems and their relationship to the so-called «natural» or «artificial» environment. He has conducted fieldwork and documentary research in Canada, the Philippines, Mauritius, France, Belgium and in digital worlds. In his current research, he studies the imaginaries of virtual worlds, online et off line sociability, including rituals, resistance and resilience through or to digital, and the organization of groups at the margins, including indigenous people. Lionel Simon (PhD, 2017) is an anthropologist. He is a postdoctoral researcher and lecturer at the University of Louvain in Belgium. His work focuses on ontologies, local knowledge and human-environment relations. He has been conducting research with the Wayuu of Colombia (Guajira Peninsula, since 2006) and the Mentawai of Indonesia (Siberut Island, since 2017).
The Sendai Framework for Disaster Risk Reduction 2015–2030 has identified four priority areas for Disaster Risk Reduction: understanding disaster risk; strengthening disaster risk governance to manage disaster risk; investing in disaster risk reduction for resilience and enhancing disaster preparedness for effective response; and to "Build Back Better" in recovery, rehabilitation and reconstruction. Although tremendous progress has been made in recent decades in understanding the workings of the Earth systems and, in particular, its impacts on and responses to human actions, there remains a continuing and pressing need for knowledge that will allow society to simultaneously reduce exposure to global environmental hazards, while also meeting economic development goals. Exploring Natural Hazards: A Case Study Approach, contributes to the knowledge showcasing advanced practices for the monitoring of natural hazards. Through each case study, the book examines mainly hazards arising from processes within the hydrosphere and atmosphere, triggered or exacerbated by inputs to and transfers of energy between environmental components. It discusses the causes of these phenomena, and ways in which improved policy making, sometimes coupled with the application of appropriate modern technologies, can help to reduce people’s exposure to harm. Discussing challenges, lessons learned and recommendations, this book provides a snapshot of issues related to tropical cyclones and typhoons, desertification, floods, lightning as a hazard and the need for alert systems. It is a valuable resource for practitioners and professionals alike, for researchers, students and others who work at the intersection between environmental hazards, sustainable development and social justice.
This is a preliminary report on use of satellite cloud imagery to forecast tropical cyclone movements. The spatial distribution of cloudiness implicitly indicates information about recent or ongoing processes in the atmosphere. Assuming that as with cloud distribution represents a set of initial conditions, it is reasonable to expect that forecast information can be extracted from these initial conditions. The problem with using satellite imagery as a self-contained forecast tool has been the difficulty in handling the data processing. The Man-computer Interactive Data Access System (McIDAS) is a flexible data management system the advantages of both human decision-making computer. With McIDAS it is relatively simple to assemble composites of images of storms with similar displacement characteristics. These composites reinforce the cloud or cloudless features common to the individual cases and mute randomly distributed clouds. Investigation of typhoon cloudiness in the Pacific indicate that there are different characteristic cloud distributions preceding storms that recurve and those that stay on westerly tracks. In particular there is a confluence of outflow cloudiness from the storm with the clouds of a mid-latitude frontal system in the case of low-latitude westward moving storms in the Philippine and South China Seas. Characteristic cloud patterns associated with other types of storm systems are also suggested by the analysis.
