An assessment of the capacity of the EU to coordinate actors and policies with regards to global development. The authors argue that the EU and its member states have the potential to act for global development when they are able to improve policy and actor coherence, such as through better linking of bilateral and community programmes.
People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.
The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. The UK spends approximately £1.23 billion each year on aid through the European Union, approximately 16% of the UK's total aid budget. Only 46% of this aid, however, goes to low income countries - a figure that MPs say is 'unacceptable'. Instead middle income countries bordering Europe are benefiting. Turkey has consistently been in the top five recipients of European Commission aid (223 million euros in 2010) as has Serbia (euros 218 million in 2010). The Committee is calling on the UK Government to press for funding to be diverted, away from higher middle income countries bordering Europe, to give greater help to the poorest people in the world. In order to make this happen, the MPs say Ministers must challenge and change the definition of Official Development Assistance (ODA). It appears to be being used as a way of fudging the figures to help other European countries meet the target for 0.7% of GDP to be given as aid. The Committee recognises that there are a number of advantages to giving aid through the EU but identifies a number of problems with the way EU Development Assistance works. Overall, the European Commission has improved its performance over the last decade and has recently proposed further improvements to development policy in An Agenda for Change. The Committee supports a number of these proposed changes, but it does have concerns that conditionality should not hurt the poor for the sins of their governments
