Excerpt from Eleventh Annual Report of the City of St. Albans, Vt. For the Fiscal Year Ending January 31, 1908 Upon assuming with your honorable body the responsibility for the wise and economical administration of the affairs of the city for the ensuing year, it is proper that I remind you of the responsibilities and trust imposed upon you by your election to this important and honorable office. You are to hold in trust during your term of office responsibility for the administration of all fiscal, prudential and municipal affairs of the City. Having accepted these offices with the accompanying trusts we are one and all in duty bounden to use our best efforts in their discharge, working conscientiously for the best interests of the Citizens and tax payers; To this end I would ask you to enter upon the year's work with the determination to eliminate the personal element, to dis cuss all matters brought before you, freely, frankly, and openly, and in cases of difference of Opinion, if you find yourself in the minority, accept the will of the majority cheerfully.
