Excerpt from Report of the Bureau of Statistics of Labor: Embracing the Account of Its Operations and Inquiries From August 2, 1869, to March 1, 1870, Inclusive, Being the First Seven Months Since Its Organization Resolved, That the governor, with the advice and consent of the council, is hereby authorized to appoint, as soon after the passage of this resolve as may be, and thereafter biennially in the month of May, some suitable person to act as chief, who shall have power to appoint a deputy, and said chief with his deputy, shall constitute a bureau of statistics, with head-quarters in the state house. The duties of such bureau shall be to collect, assort, systematize and present in annual reports to the legislature, on or before the first day of March in each year, statistical details relating to all departments of labor in the Commonwealth, especially in its rela tions to the commercial, industrial, social, educational and sanitary condition of the laboring classes, and to the permanent prosperity of the productive industry of the Commonwealth.
