The broader historical context opened a window for African countries to achieve statehood and new self-determination independent from war ridden European colonial powers. At the Horn of Africa and the neighbouring regions, similarly to the overall trend on the continent, countries became independent. Ethiopia gained first home rule in 1941, Somalia 1960 during the so called year of Africa, Sudan 1956 and Kenya in 1963. Yet, the new right of self-governance jointly with the difficult colonial heritage brought numerous new problems to African societies. Leaders faced new challenges to transform their territories to progressive and prosperous nation states bringing African countries modernity. However, many of the territories given independence found their way into state failure. As Collier (2007) points out in his book „The bottom billion“ that global poverty is actually falling quite rapidly for about 80% of the world. The real crisis is to be found in a group of about 50 failing states, whose problems challenge traditional approaches to reduce poverty. He argues that 50 failed states pose the central challenge of the developing world in the twenty-first century. On that account the phenomenon of failed states needs considerable investigation effort by scholars. One especially extreme case of state failure is Somalia. It is this African country, which had become the epitome of a failed state, such frequently quoted, mentioned and discussed in literature like hardly any other. Somalia attained an unknown level of media coverage when the US-led mission UNOSOM in 1992 delivered food and aid to Somalia culminating in the shot down of US Helicopters over Mogadishu by troops of General Mohamed Farrah Aideed, which led to an immediate withdrawal of US troops in October 1993.

This study explores the role of international politics in the life of a region where on the one hand a nation is trying to gather its people into a state (Somalia), and on the other are neighboring states (Ethiopia, Kenya, Djibouti) constructed on Western notions of statehood and wedded to colonial-defined borders. The positions were intractable. The Horn became an arena for Cold War ideological-global competition, and the conflict one of the longest running disputes on the African continent. "Unlike any other border problem in Africa, the entire length of the existing boundaries, as imposed by the colonialists, cut across the traditional pastures of our nomadic population. The problem becomes unique when it is realised that no other nation in Africa finds itself totally divided along the whole length of its borders from its own people" - Adan Abdulle Osman, President of the Somali Republic, (1960-67) Abdisalam M. Issa -Salwe (PhD) is Somali scholar, researcher, lecturer, and author as well as celebrated veteran of Somali Studies. He is written, edited, many scholarly articles and books. Wars fought for political separation have become omnipresent in post-colonial Africa. From the division of Sudan, to the continued fragmentation of Somalia, and the protracted struggles of Cabinda and Azawad, conflict over seccession and separation continues to the present day. This is the first single volume to examine the historical arc of secession and secessionist conflict across sub-Saharan Africa. Paying particular attention to the development of secessionist conflicts and their evolving goals, Secession and Separatist Conflicts in Postcolonial Africa draws on case studies and rigorous research to examine three waves of secessionist movements, themselves defined by international conflict and change. The Oxford Handbook of the Cold War offers a broad reassessment of the period war based on new conceptual frameworks developed in the field of international history. Nearing the 25th anniversary of its end, the cold war now emerges as a distinct period in twentieth-century history, yet one which should be evaluated within the broader context of global political, economic, social, and cultural developments. The editors have brought together leading scholars in cold war history to offer a new assessment of the state of the field and identify fundamental questions for future research. The individual chapters in this volume evaluate both the extent and the limits of the cold war's reach in world history. They call into question orthodox ways of ordering the chronology of the cold war and also present new insights into the global dimension of the conflict. Even though each essay offers a unique perspective, together they show the interconnectedness between cold war and national and transnational developments, including long-standing conflicts that preceded the cold war and persisted after its end, or global transformations in areas such as human rights or economic and cultural globalization. Because of its broad mandate, the volume is structured not along conventional chronological lines, but thematically, offering essays on conceptual frameworks, regional perspectives, cold war instruments and cold war challenges. The result is a rich and diverse accounting of the ways in which the cold war should be positioned within the broader context of world history.
This study examines the American military's experience with urban operations in Somalia, particularly in the capital city of Mogadishu. That original focus can be found in the following pages, but the authors address other, broader issues as well, to include planning for a multinational intervention; workable and unworkable command and control arrangements; the advantages and problems inherent in coalition operations; the need for cultural awareness in a clan-based society whose status as a nation-state is problematic; the continuous adjustments required by a dynamic, often unpredictable situation; the political dimension of military activities at the operational and tactical levels; and the ability to match military power and capabilities to the mission at hand.
By applying Cohen and Gooch’s model to the Battle of Mogadishu, this paper shows that the failure of the TFR mission on 3-4 October 1993 was the result of a system failure. Secretary Aspin received far more blame than he deserved for making the decision. Misperception of the real impact tanks and APCs could have had on the overall mission is the real cause of this disproportionate blame. GEN Hoar and GEN Powell, in addition, bear as much responsibility as Secretary Aspin for the decision. Neither of these generals strongly advocated the deployment to Aspin even though the worsening situation on the ground merited their strong support. Both Hoar and Powell’s approval recommendations can be characterized as lukewarm. Aspin’s real failure was of not being more critical of the conduct of the TFR operations. In light of Secretary Aspin’s acknowledged concern over the number of similar operations conducted by TFR and his knowledge that the Administration was seeking a political solution, he should have notified MG Garrison of the policy shift though the JCS and CINCCENT and provided additional guidance on risk. Had Aspin either reassessed the risk of each TFR operation more thoroughly or done a better job coordinating the policy shift in light of the increased risks, it is likely that the three October raid would not have occurred.
This study explores the genesis of the civil war in Somalia by analysing the defeat of Somalia in the 1977 Ogaden war, asserting that this defeat, which was prompted by the intervention of the USSR, was a turning point which unleashed long term socio-political forces that led to the collapse of the central government of the country. Muuse Yuusuf analyses the history of the Somali civil war, from 1977 to the present, and the role played by various actors in the conflict such as local clans, warlords and foreign powers, and examines the present day by-products of the war, such as religious extremism. Crucially, Yuusuf looks beyond the mainstream explanation for the conflict – that of rival clans fighting over resources. By recognising the impact of foreign military interventions in Somalia, from superpower rivalry during the cold war to the war-on-terror, on the initiation and perpetuation of the Somali conflict, the book attempts to identify foreign military intervention as a new paradigm in the discourse around it.
