This study examines contingency purchases for Operation Iraqi Freedom made in theater during fiscal years 2003 and 2004 and develops a custom database to determine the extent of contractor support and how plans for the organization and execution of contingency activities might be improved to better support the warfighter in future operations.
Contingency contracting officers (CCOs) serve a vital role in contingency operations: They are given the authority to enter into, administer, and terminate contracts on behalf of the government in support of contingency operations. They also act as business advisors to the deployed on-scene commander. Since September 11, 2001, the U.S. Air Force has been involved in two significant contingency operations in the U.S. Central Command (CENTCOM) area of responsibility (AOR): Operation Enduring Freedom (OEF) in Afghanistan and OIF in Iraq. After early experiences in both OEF and OIF, SAF/AQC asked RAND Project AIR FORCE to gather and analyze data on goods and services purchased to support Air Force missions in OIF in an effort to determine (1) the size and extent of contractor support and (2) how plans for and the organization and execution of contingency contracting activities might be improved so that CCOs can better support the warfighter in future operations. The motivation for undertaking this study was twofold. First, the contracting community did not have a comprehensive, detailed database of contingency purchases that would allow analyses of the types and amounts of goods and services purchased to support Air Force mission activities. Second, it was thought that insights from analyses of recent contingency contracting experiences would help inform decisions about a number of important policy issues related to planning, training, and CCO assignments. Such data could also be used to seek improvements in purchasing practices across the theater.

This book looks at several troop categories based on primary function and analyzes the ratio between these categories to develop a general historical ratio. This ratio is called the Tooth-to-Tail Ratio. McGrath's study finds that this ratio, among types of deployed US forces, has steadily declined since World War II, just as the nature of warfare itself has changed. At the same time, the percentage of deployed forces devoted to logistics functions and to base and life support functions have increased, especially with the advent of the large-scale of use of civilian contractors. "The United States has long utilized private military contractors to augment regular military forces in support of its national foreign policy and security needs. Commonly referred to as Private Military Companies (PMCs), contractors employ and manage civilian personnel from the private sector in areas of active military operations. Frequently, regular troops become dependent on the services contractors provide a situation that may negatively impact military effectiveness. Since 1991, contractor support on and off the battlefield has become increasingly more visible, varied, and commonplace. Given the current manpower and resource limitations of the national military, the US will likely continue its extensive use of PMCs in support of military operations. This work addresses historical precedents and trends in American logistics, the current scope of contractor involvement in support of regular military forces, and the challenges posed as traditional military institutions integrate increasing numbers of civilian workers and privately owned assets into the battlespace. These problems increase the risk to US personnel and can induce budget overruns rather than savings, disrupt civil-military relations, and have detrimental consequences for the American economy and society. The work concludes by proposing a useful rubric to evaluate this new American way of war. This work considers PMCs and their interdependence with regular and reserve military units in a broad sense. It derives from unclassified material widely available; understandably, these sources limit the analysis. Lessons learned from the Operation IRAQI FREEDOM (OIF) and Operation ENDURING FREEDOM (OEF) theaters may alter findings. The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. The major combat operations of Operation Iraqi Freedom (OIF) have been judged from virtually all quarters as a remarkable success, although accompanied by some perceptions that this success was achieved in the face of severe logistics problems. This monograph describes how Army forces were sustained during Operation Iraqi Freedom, examines how well this support performed, and discusses the effects on operations with an emphasis on the period from the start of ground combat to the fall of Baghdad. The findings should be of interest throughout the Army as well as the broader Department of Defense supply chain, deployment planning, and force development communities. The findings have implications for the design of the logistics system, logistics process improvement efforts, future force design and warfighting concepts, and the acquisition of end items such as vehicles as well as logistics enablers such as those that provide logistics situational awareness.
