The report asserts the probability of future widespread abandonments of branchline rail freight service. It stipulates the circumstances in which abandonments are most likely to occur, and assesses the negative impacts that may result. It is suggested that short line railroad operations may be an alternative to the complete loss of rail service. The report describes the savings that may accrue through a changeover from major railroad ownership to short line operation. Alternative institutional and financial mechanisms for establishing and operating short line roads are discussed. A broad description of capital and operating costs is given. Finally, several examples are provided of successful short line operations in the United States.
Over the past decade, highway and urban congestion have garnered the attention of commuters as well as government entities. Facility joint-use, by expanding public transit using existing rail corridors, is one approach to solving the constellation of problems occurring as offshoots of congestion. The potential and feasibility of shared use of rail corridors, between light rail vehicles (associated with public transit) and freight railroads, to function compatibly are still being investigated, even as current "near shared-track" operations are evolving.
This book brings together an international collection of original papers looking at the impacts of the recent liberalization measures in the transport sector. It contains a number of area studies which focus on the deregulation of countries such as Switzerland and Australia as well as the broader European perspective. Additionally there are a number of modal studies which pay attention to the deregulation which has taken place regarding road, rail and air transport in selected countries. The papers are written by international authorities in their respective fields.
The objectives of the study are as follows: (1) Determine if short line railroads are a viable transportation alternative to abandonment; (2) Identify the key factors that determine short line success or failure; and (3) Compile a profile of a successful short line railroad to help guide the allocation of state financial assistance. A profile for a profitable short line railroad was developed. State financial assistance is recommended and program components presented. A list of additional recommended public policies is also presented. This study concluded that in the current environment, short line railroads are a viable transportation alternative. However, the long term financial survivability of short line roalroads as an industry is not assured.
