Before the birth of the United States, North America was populated by diverse groups of people. This volume covers the language situation in Ecuador, Mexico and Paraguay, explaining the linguistic diversity, the historical and political contexts and the current language situation, including language-in-education planning, the role of the media, the role of religion, and the roles of indigenous and non-indigenous languages. The authors are indigenous and/or have been participants in the language-planning context. This volume contains monographs on Ecuador, Mexico and Paraguay, countries which are not well represented in the recent international language policy and planning literature, and draws together the existing published research in this field. The purpose of the area volumes in this series is to present up-to-date information on polities, particularly those that are not well known to researchers in the field, thereby providing descriptions of language planning and policy in countries around the world.
In Latin America today we find one of the largest remnants of colonialism in the world. The concept “Indian” itself is, of course, a European invention which served the colonizers well for reducing the varied and numerous cultures and societies which existed in the 16th century, to an undifferentiated mass of subordinate and exploitable “natives”. To put it succinctly, this has traditionally been a relationship of oppression and exploitation of the Indians by the European settlers and their descendants, the principal mechanisms of which has been the agrarian structure. By depriving the Indian communities of their own land base and, therefore, of their economic self-sufficiency, the colonial and national governments and, more particularly, the ruling landowning classes created for themselves an almost inexhaustible cheap and subordinate labour supply. Rebellious groups were pushed into the marginal fringes of jungles and inaccessible mountains or simply repressed through military might. This basic system of economic exploitation (which has a number of regional and local variants) has been upheld over the centuries by a supporting structure of political power, social constraints and ideological justification, which has placed the Indians at the bottom of the social hierarchy and outside the mainstream of what has come to be known as national culture. Economically subordinate, politically powerless and culturally isolated from the national decision-making centres, the native population of Latin America has become a marginalized underclass of rural proletarians, exiles in their own countries, discriminated against by the dominant Spanish-speaking population, even in such countries as Guatemala, Bolivia, Peru and Ecuador where they represent at least half of the total population. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.
Global identity politics rest heavily on notions of ethnicity and authenticity, especially in contexts where indigenous identity becomes a basis for claims of social and economic justice. In contemporary Latin America there is a resurgence of indigenous claims for cultural and political autonomy and for the benefits of economic development. Yet these identities have often been taken for granted. In this historical ethnography, Baron Pineda traces the history of the port town of Bilwi, now known officially as Puerto Cabezas, on the Atlantic coast of Nicaragua to explore the development, transformation, and function of racial categories in this region. From the English colonial period, through the Sandinista conflict of the 1980s, to the aftermath of the Contra War, Pineda shows how powerful outsiders, as well as Nicaraguans, have made efforts to influence notions about African and Black identity among the Miskito Indians, Afro-Nicaraguan Creoles, and Mestizos in the region. In the process, he provides insight into the causes and meaning of social movements and political turmoil. Shipwrecked Identities also includes important critical analysis of the role of anthropologists and other North American scholars in the Contra-Sandinista conflict, as well as the ways these scholars have defined ethnic identities in Latin America. As the indigenous people of the Mosquito Coast continue to negotiate the effects of a long history of contested ethnic and racial identity, this book takes an important step in questioning the origins, legitimacy, and consequences of such claims.

This book offers a new approach to the use of linguistic data to reconstruct prehistory. The author shows how a well-studied language family—in this case Uto-Aztecan—can be used as an instrument for reconstructing prehistory. The main focus of Shaul’s work is the mapping of Uto-Aztecan. By presenting various models of Uto-Aztecan prehistory, by assessing multiple models simultaneously, and by guiding readers through areas where the evidence is not so clear, Shaul helps nonspecialists develop the tools needed for evaluating various historical linguistics models themselves. He evaluates both archaeological and genetic evidence as well, placing it carefully alongside the linguistic evidence he knows best. Shaul’s thorough treatment provides many new avenues for future research on the historical anthropology of western North America.
