Agricultural Extension Reforms in South Asia: Status, Challenges, and Policy Options is based on agricultural extension reforms across five South Asian countries, reflecting past experiences, case studies and experiments. Food systems involve a range of activities concerning food production, processing, distribution, marketing and trade, preparation, consumption and disposal. They encompass the path of food from the farm to the dinner table, meeting the food and nutritional needs of a nation. When such systems do so without sacrificing the needs of future generations, they are referred to as “Sustainable Food Systems.” The natural and physical environment, infrastructure, institutions, society and culture, and policies and regulations within which they operate, as well as the technologies they adopt, shape these systems’ outcomes. Making food systems more sustainable is a key priority for all nations, and Sri Lanka is no exception. Food systems deliver optimal performance when the policy and regulatory environment is conducive, institutions are supportive, and a combination of agricultural research investments and an efficient extension system generates the technologies and scientific evidence required for sound policymaking and agenda setting. Further, agricultural research can generate essential findings, technologies and policies for sustainable agricultural development – across disciplines, sectors and stakeholder groups. Agriculture is at the forefront of the development objectives of the republics of Central Asia (CA). Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.
We all are indebted to nature for providing us food and its resources for our subsistence and survival. In the food domain, cereal and legume grains occupy the front line, whereas, horticultural crops have occupied the second line of defense. For healthy diet cereals and legumes provide us with carbohydrates and protein, whereas, fruits and vegetables provide us minerals and vitamins. Both macro- and micro- nutrients are essential for human growth and development. The fruits and vegetables are the major source of micro-nutrients. It is estimated that up to 2.7 million lives could potentially be saved each year if fruit and vegetable production was sufficiently increased. Both at national and international levels, food and agriculture/horticulture development plans and estimates are basically developed, framed and implemented, and narrowed down to cereal production. In the present context of attaining nutrition security, this mode of thinking on ‘food’ needs to be changed to ‘nutrients’, which will include necessarily all those crops including fruit and vegetables which provide all macro- and micro-nutrients to ensure balanced nutrition needed for good human health. The present publication has attempted to reflect and discuss the above views and ideas on the subject of sustainable horticulture development and nutrition security in nine chapters with 32 articles by 32 authors.
