Abstract: In December 2015, 195 countries adopted a new global climate agreement in Paris. It provides an expanded regulatory framework and specifies the goals of the UN Framework Convention on Climate Change (UNFCCC). A significant number of states including the U.S. are expected to ratify the Paris Agreement (PA) within the year. Industrialized nations have a strong obligation to keep up the momentum that was generated in Paris. If the European Union (EU) wants to maintain its leadership role, it should focus on two key tasks in 2016. First, it should speed up legislation to implement the climate and energy targets for 2030 adopted by the European Council, a political prerequisite for Member States' ratification of the PA. Second, it should expand and strengthen cooperation with the developing countries. For the immediate future, an increase in EU climate ambitions for 2030 or 2050 is not likely to become part of the political agenda. (author's abstract)
The European Union has long played a leadership role in the global response to climate change, including the development and dissemination of climate-friendly technologies such as renewable energy. EU diplomacy has been a vital contributor to the development of international cooperation on climate change through the agreement of the United Nations Climate Convention, its Kyoto Protocol and, most recently, the Paris Agreement. In addition, the election of Donald Trump as President of the United States means that the EU contribution to climate diplomacy will become more important still, both in filling the leadership gap (together with other major economies) and in responding to any sabotage by the Trump administration. This book will extend knowledge of the EU as a key actor in climate diplomacy by bringing together leading practitioners and researchers in this field to take stock of the EU’s current role and emerging issues. Contributions will be grouped into three strands: 1) the interplay between EU climate diplomacy and internal EU politics; 2) how the EU’s legal order is a factor that determines, enables and constrains its climate diplomacy; and 3) the EU’s contribution to diplomacy concerning climate technology both under the Climate Convention and more broadly. Collectively, these contributions will chart the EU’s role at a critical time of transition and uncertainty in the international response to climate change. EU Climate Diplomacy: Politics, Law and Negotiations will be of great relevance to students, scholars and policymakers with an interest in international climate politics and policy, transnational environmental law and politics and EU studies more generally.
Climate change poses one of the biggest challenges facing humankind. The European Union (EU) has developed into a leader in international climate change politics although it was originally set up as a ‘leaderless Europe’ in which decision-making powers are spread amongst EU institutional, member state and societal actors. The central aim of this book, which is written by leading experts in the field, is to explain what kind of leadership has been offered by EU institutional, member state and societal actors. Although leadership is the overarching theme of the book, all chapters also address ecological modernisation, policy instruments, and multi-level governance as additional main themes. The book chapters focus on the Commission, European Parliament, European Council and Council of Ministers as well as member states (Britain, Germany, France, the Netherlands, Poland and Spain) and societal actors (businesses and environmental NGOs). Additional chapters analyse the EU as a global actor and the climate change policies of America and China and how they have responded to the EU’s ambitions. This book will be of interest to students and scholars of environmental politics, EU politics, comparative politics and international relations as well as to practitioners who deal with EU and/or climate change issues.

The issue of climate change is now widely recognised as one of the major challenges for mankind in the 21st century, not only because it may ultimately affect many areas of our environment, nature and human activity but also because its mitigation may have far reaching consequences for almost all sectors of the economy where energy conversion takes place. Although climate change is firmly positioned on the political agenda and some initial targets have been agreed within a global framework, we are still far away from a mature political and practical policy which may deliver timely and appropriate results .to tum the tide. This is partly due to the complex nature of a possible global climate change regime, the still early stage of the development of effective and efficient instruments and the wide variety of possible ramifications for individual countries and economic sectors. But it is also due to the complexity of the negotiation process, and the lack of effective international or even global governance and leadership to tackle a multi-dimensional problem of this size and nature. This book is the first broad attempt to address the issue of leadership by one of the major parties to the UN Framework Convention on Climate Change in the ongoing international debate and negotiations towards such a policy which inevitably has to be constructed on a global scale.
The EU has undergone a deep transformation in the last 25 years. The goals adopted by the EU at the international level in climate negotiations have led to the internal adoption of goals by the EU member states. The book examines the changes experienced by the European Union that have gone on in parallel to its leadership in climate negotiations since 1992 and analyses whether combating climate change has contributed to the transformation of European policies.The book takes an in-depth look at the greenhouse gases (GHG) emissions reduction goals adopted by European states, the leadership of the EU in climate negotiations, the creation of the Energy Union, the commitment to a model of sustainable development, the promotion of a circular economy and the enhancement of cities, as relevant actors in the reduction of emissions and boosting of sound environmental practices.

This paper focuses on the EU performance in global climate negotiations, the type/ quality of the EU leader role, and internal problems/external challenges facing the EU. At the beginning, this paper briefly reviews the climate change in recent 160 years and the global climate negotiations from performances of individual leaders and international institutions last century to interventions and interactions of state actors this century. Next, the EU climate actions are reviewed and its latest important initiatives are updated. This paper then compares two representative periods: the Kyoto Conference, which signaled the success and achievements of the EU leadership and the Copenhagen Conference, which illustrated the failure and challenges of the EU leadership. Most importantly, this paper applies the neorealism and its varieties to discuss why and how the EU strived for a leadership in international climate policy, and the liberal intergovernmentalism to explore the EU internal problematic leading partially to the failure of the EU at the Copenhagen Summit. In the concluding section, the key points of this paper are emphasized. In addition, the future of the EU leadership and its way forward are discussed.
In recent years climate change has emerged as an issue of central political importance while the EU has become a major player in international climate change politics. How can a ‘leaderless Europe’ offer leadership in international climate change politics - even in the wake of the UK’s Brexit decision? This book, which has been written by leading experts, offers a critical analysis of the EU leadership role in international climate change politics. It focuses on the main EU institutions, core EU member states and central societal actors (businesses and environmental NGOs). It also contains an external perspective of the EU’s climate change leadership role with chapters on China, India and the USA as well as Norway. Four core themes addressed in the book are: leadership, multilevel and polycentric governance, policy instruments, and the green and low carbon economy. Fundamentally, it asks why we have EU institutional actors, why certain member states and particular societal actors tried to take on a leadership role in climate change politics and how, if at all, have they managed to achieve this? Climate change has taken centre stage in Eurpean and international politics. The fourth assessment report of the Intergovernmental Panel on Climate Change (IPCC), released in 2007, confirmedthat climate change is on eof the most serious threats to international security and the well-being of human kind. At the European level, climate change has become a major agenda item regularly discussed by the European Council. Internationally, the issue has become one of "high politics". Since 2005, it has been a top priority of the G-8 Summits, and both the UN Security Council and the UN General Assembly have placed it high on their agendas. World leaders are rallying to achieve a new global deal to combat global warming under the UN Framework Convention on Climate Change. Overall, there is hardly any high-level political encounter in which the issue is not discussed. The European Union as established itself as the most ptrominent international leader on the issue. It has been one of the most fervent supporters of the UN Framework Convention on Climate Change and its Kyoto Protocol, striving to sustain its leadership in the efforts to reach a new global agreement post-2012. The EU has also increasingly underpinned its international leadership position with domestic action. Most prominently, it introduced a greenhouse gas emissions trading scheme in 2005. The Period 2007-2008 saw a major overhaul and leap forward in the development of a renewed EU framework of policy and legislation to address climate change. Most importantly, the new EU climate policies include a set of legislative acts adopted in early 2009 and known as the "climate and energy package" that is designed to acheve the EU's target of reducing greenhouse gas emissions by 20% and increasing the share of renewable energies to 20% by 2020. This volume provides a timely overview and assessment of the development of the new EU climate policies with a focus on the new climate and energy package. Are EU climate policies sufficient to meet the environmental, economic and political challenge posed by global climate change? How do international and domestic climate poliies of the EU intereact and are they mutually supportive? What are the prospects for the EU keeping its international leadership in the face of a more engaged US and increasingly assertive emerging economies? In addressing these questions, the volume aims to enhance understanding and contribute to further discussions on the current and potential reole of the EU in the fight against climate change.
Contributing to the emerging literature on the geopolitical and foreign policy implications of decarbonisation and energy transition processes, this book sheds light on the future of the European Union’s (EU) external relations under decarbonisation. Under the Paris Agreement on climate change, adopted in 2015, governments are committed to phasing out the emissions of carbon dioxide and other greenhouse gases over the coming decades. This book addresses the many questions around this process of decarbonisation through detailed analyses of EU external relations with six fossil-fuel exporting countries: Nigeria, Indonesia, Azerbaijan, Colombia, Qatar, and Canada. The authors systematically examine the six countries’ varying dependence on fossil fuels, the broader political and security context, current relations with the EU, and the potential for developing these towards decarbonisation. In doing so, they put forward a series of findings that should hold across varying circumstances and provide a steppingstone to enrich and inspire further research on foreign policy, external relations, and international relations under decarbonisation. The book also makes an important contribution to understanding the external implications of the 2019 European Green Deal.
