The 2007-08 financial crisis marked a turning point for social policy. World leaders were forced to take a position: Should they entrench neo-liberal policies in response to the crisis? Or should they implement alternative measures to challenge economics as usual? After ’08 examines how global institutions, such as the World Bank, International Monetary Fund, and International Labour Organization, as well as nation states around the world responded to the crisis. Comparing the experience of Europe, Asia, Africa, Latin America, and North America, contributors gauge the extent to which the neo-liberal landscape has shifted since the onset of the financial crisis and explore the directions social policy has taken. Did the response to the crisis follow a similar trajectory across countries and regions? Or did the diversity in national experiences produce a diversity of policy responses? And, if so, where did alternatives to neo-liberalism emerge?

The economic crisis of 2008, starting from the crisis in banking in the USA in 2008, affected economic and political development in varied ways around the world. This edited volume covers the impact and policy responses in Eastern Europe and Russia. Taken as a whole, the economies of the former state socialist countries – frequently still referred to for convenience as transition economies – were hit hard by the crisis, suffering falls in GDP in 2009 that were deeper than the average around the world. However, there was considerable variety in the effects on individual countries, with a few continuing to grow while some others suffered quite exceptional falls in output. Policy responses were also quite diverse and do not obviously fit with the nature and severity of economic factors. The more general impacts on political life were also varied. In many cases very much the same governments continued in power, while in others there were significant changes and signs of a growing instability in party and political structures. This paper takes stock of the global economic recovery a decade after the 2008 financial crisis. Output losses after the crisis appear to be persistent, irrespective of whether a country suffered a banking crisis in 2007–08. Sluggish investment was a key channel through which these losses registered, accompanied by long-lasting capital and total factor productivity shortfalls relative to precrisis trends. Policy choices preceding the crisis and in its immediate aftermath influenced postcrisis variation in output. Underscoring the importance of macroprudential policies and effective supervision, countries with greater financial vulnerabilities in the precrisis years suffered larger output losses after the crisis. Countries with stronger precrisis fiscal positions and those with more flexible exchange rate regimes experienced smaller losses. Unprecedented and exceptional policy actions taken after the crisis helped mitigate countries’ postcrisis output losses.

This book examines and explains the Center-Left’s political decline since 2008, whilst analyzing the factors that account for its sagging electoral and popular support, losing voters both to the Far-Left, the Far-Right, and abstentions. Focusing on the era since the 2008 financial crisis in particular, while also charting the historical genealogy that led to the current impasse, the book examines how, when and why the collapse of Europe’s Center-Left occurred. Moving beyond existing and slightly dated accounts, the contributors explore why Social Democrats lack compelling answers to pressing current policy challenges. Faced with a decline in its core clientele, namely blue-collar workers, the Center-Left is being outflanked and risks permanently jeopardizing its erstwhile status as representing a catch-all party.
