The Indian Ocean Rim Association for Regional Cooperation was formally established in 1997 under the leadership of South Africa, India and Australia. The demise of Apartheid, the fall of the Soviet empire, and the rapid advance of globalization altered the geopolitics of the Indian Ocean region in the early 1990s and served as a catalyst in the creation of the IOR. This book contextualizes the founding of the IOR by outlining the historical aspects of economic ties across the Indian Ocean and previous attempts to promote regional cooperation. The contributors to this volume analyse the post-colonial ideological legacy, the political and economic constraints caused by Apartheid and communism, the end of protectionism and the problem of globalization. These major themes in the history of the IOR are applied to what the future holds for Southern Africa within this economic grouping, and whether or not regional cooperation will manage to compete with globalization. This volume will be of interest to scholars of development studies, international relations, Third World studies, and regional development.

This book explores how categories of identity such as "Hutu" and "Tuts" produced through violence and exile. In 1972 the Burundi army, controlled by t Tutsis, responded to an attempted Hutu rebellion with mass killings of the Hutu The author conducted a year of anthropological field research in Western Tanzani among two groups of Hutu refugees who had fled the killings. One refugee group Kigoma township and the other in the isolated Mishamo refugee camp. The town refugees tended to seek ways of assimilating and inhabiting multiple shifting id contrast to the camp refugees who continually engaged in an impassioned reconstr of their history as a people. With the collapse of the bipolar system of global rivalry that dominated world politics after the Second World War, and in an age that is seeing the return of “ethnic cleansing” and “identity politics,” the question of violence, in all of its multiple ramifications, imposes itself with renewed urgency. Rather than concentrating on the socioeconomic or political backgrounds of these historical changes, the contributors to this volume rethink the concept of violence, both in itself and in relation to the formation and transformation of identities, whether individual or collective, political or cultural, religious or secular. In particular, they subject the notion of self-determination to stringent scrutiny: is it to be understood as a value that excludes violence, in principle if not always in practice? Or is its relation to violence more complex and, perhaps, more sinister? Reconsideration of the concepts, the practice, and even the critique of violence requires an exploration of the implications and limitations of the more familiar interpretations of the terms that have dominated in the history of Western thought. To this end, the nineteen contributors address the concept of violence from a variety of perspectives in relation to different forms of cultural representation, and not in Western culture alone; in literature and the arts, as well as in society and politics; in philosophical discourse, psychoanalytic theory, and so-called juridical ideology, as well as in colonial and post-colonial practices and power relations. Most Anglo-American readers know Bataille as a novelist. The "Accursed Share "provides an excellent introduction to Bataille the philosopher. Here he uses his unique economic theory as the basis for an incisive inquiry into the very nature of civilization. Unlike conventional economic models based on notions of scarcity, Bataille's theory develops the concept of excess: a civilization, he argues, reveals its order most clearly in the treatment of its surplus energy. The result is a brilliant blend of ethics, aesthetics, and cultural anthropology that challenges both mainstream economics and ethnology. The three volumes of "The Accursed Share" address what Georges Bataille sees as the paradox of utility: namely, if being useful means serving a further end, then the ultimate end of utility can only be uselessness. The first volume, the only one published before Bataille's death, treated this paradox in economic terms, showing that "it is not necessity but its contrary, luxury, that presents living matter and mankind with their fundamental problems." In the second and third volumes, "The History of Eroticism" and "Sovereignty", Bataille explores the same paradox of utility from an anthropological and an ethical perspective, respectively. "The History of Eroticism" analyzes the fears and fascination, the prohibitions and transgressions attached to the realm of eroticism as so many expressions of the "uselessness" of erotic life. In the third volume, Bataille raises the ethical problems of sovereignty, of "the independence of man relative to useful ends."
Applying the insights of Mikhail Bakhtin and recent French critical theorists to the concept of hierarchies in Western society, Stallybrass and White explore the symbolic polarities of the exalted and the base.
