This book investigates the barriers to women’s economic empowerment in the Global South. Drawing on evidence from a wide range of countries, the book outlines important lessons and practical solutions for promoting gender equality. Despite global progress in closing gender gaps in education and health, women’s economic empowerment has lagged behind, with little evidence that economic growth promotes gender equality. International Development Research Centre’s (IDRC) Growth and Economic Opportunities for Women (GrOW) programme was set up to provide policy lessons, insights, and concrete solutions that could lead to advances in gender equality, particularly on the role of institutions and macroeconomic growth, barriers to labour market access for women, and the impact of women’s care responsibilities. An interdisciplinary study of market women from all parts of Africa shows how, from historical times to the present, African women have used the economic power they have derived from market activities and commercial enterprises to improve their social and political status in a man's world. They used their wealth in pre-colonial times to obtain titles and even chieftainship. Because of their involvement in trade, many women acquired considerable property, especially real estate. The authors stress the positive aspect of women's economic activities, but also point out the prevalent sexual division of labor in Africa as a limiting factor. They illustrate the concomitant struggle between men and women over certain market items traditionally associated with one or the other sex. They analyze the cultural, social, and economic barriers that restrict female involvement in some economic activities. Nevertheless, the overwhelming conclusion by all of the writers, who are Africans and Americans, is that women play a major role in the economic sector of all the regions of the continent.
The book explains an unexpected consequence of the decrease in conflict in Africa after the 1990s. Analysis of cross-national data and in-depth comparisons of case studies of Uganda, Liberia and Angola show that post-conflict countries have significantly higher rates of women's political representation in legislatures and government compared with countries that have not undergone major conflict. They have also passed more legislative reforms and made more constitutional changes relating to women's rights. The study explains how and why these patterns emerged, tying these outcomes to the conjuncture of the rise of women's movements, changes in international women's rights norms and, most importantly, gender disruptions that occur during war. In this highly original work, Mary Njeri Kinyanjui explores the trajectory of women's movement from the margins of urbanization into the centres of business activities in Nairobi and its accompanying implications for urban planning. While women in much of Africa have struggled to gain urban citizenship and continue to be weighed down by poor education, low income and confinement to domestic responsibilities due to patriarchic norms, a new form of urban dynamism - partly informed by the informal economy - is now enabling them to manage poverty, create jobs and link to the circuits of capital and labour. Relying on social ties, reciprocity, sharing and collaboration, women's informal 'solidarity entrepreneurialism' is taking them away from the margins of business activity and catapulting them into the centre. Bringing together key issues of gender, economic informality and urban planning in Africa, Kinyanjui demonstrates that women have become a critical factor in the making of a postcolonial city.
The COVID-19 pandemic and lockdowns have led to a rise in gender-based violence. In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.
This book examines the legal, administrative, and regulatory barriers that are preventing women in Kenya from contributing fully to the Kenyan economy. Building on the 2004 FIAS Improving the Commercial Legal Framework and Removing Administrative and Regulatory Barriers to Investment report, this study looks at the bureaucratic barriers facing women in Kenya through a gender lens.
This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.
