This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. This book discusses the prospects for the development of the African continent as part of the emerging system of international relations in the twenty-first century. A discerning analysis of the future effects of climate change on Russia, the major power most dependent on the fossil fuel economy. Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of RussiaÕs territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to RussiaÕs south, threatening the countryÕs agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing RussiaÕs export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunitiesÑhigher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Every political system, either developed or adopted, has an impact on the structure of society and the level of development. This book analyzes the evolution and nature of political institutions and their effect on Africa’s development. The challenges Africa face in developing viable institutions are not limited to the adoption of foreign institutions, but are also rooted in domestic norms that define society itself. Sometimes, these challenges have to do with the incompatibility between foreign and domestic institutions. The fundamental issue then is to understand the African societies, cultures, and other dynamics that have ensured stability in the past and that need to be recognized when adopting contemporary foreign institutions. This comprehensive text examines three key issue areas in Africa: politics, society, and economy. It demonstrates how the lack of consideration for domestic norms and societal realities explain the weaker institutions and lack of development on the African continent. This book analyses the rapidly increasing role of African states, leaders and other political actors in international politics in the 21st Century. In contrast to the conventional approach of studying how external actors impacted on Africa’s international relations, this book seeks to open up a new approach, focusing on the impact of African political actors on international politics. It does this by analysing African agency – the degree to which African political actors have room to manoeuvre within the international system and exert influence internationally, and the uses they make of that room for manoeuvre. Bringing together leading scholars from Africa and Europe to explore the role and conception of African Agency, this book addresses a wide range of issues, from relations with western and non-western donors, Africa’s role in the UN and World Trade Organisation, negotiations over climate change, trade agreements with the European Union, regional diplomatic strategies, the character and extent of African state agency, and agency within corporate social responsibility initiatives. Paying for the state.
The Republic of South Africa (RSA) held its first fully democratic elections in April 1994. They were a highly visible signal that the RSA is really moving from the era of apartheid towards a democratic constitutional state. The process is an archetypal case of a negotiated transition of a regime, and as such it is of great interest to students of constitutional mechanisms. The contributors to this book, leading South African political scientists, discuss the process, the difficulties and the achievements in the transformation of the RSA′s political and legal institutions. They address various aspects of constitutional design and their interactions with social forces. They examine the new constitution, the roles of president and executive, the electoral, party and parliamentary systems, and the Constitutional Court. They look at the public service, at questions of labour and corporatism, at the RSA′s changing external relations and at the position of the armed forces. The new government′s Reconstruction and Development Programme, of which so much is expected, is seen to be particularly vulnerable to the pull of opposing forces.
Why has Africa remained persistently poor over its recorded history? Has Africa always been poor? What has been the nature of Africa's poverty and how do we explain its origins?
